Job description

Position Overview

Leidos is seeking a highly skilled and experienced Project Manager to support the PACAF Intelligence Support Division (A2Z) at PACAF Headquarters, Joint Base Pearl Harbor-Hickam (JBPHH) in Honolulu, HI. This role combines senior-level physical security expertise with hands-on project management and coordination responsibilities.

The ideal candidate will manage complex, multi-stakeholder security projects to protect sensitive classified information, personnel, and facilities across the PACAF theater. You will lead physical security initiatives, advise leadership on regulatory directives, manage SCIF-related program workflows, and coordinate technical security integrations to ensure critical assets are not compromised, sabotaged, or misused.

Primary Responsibilities

Project Leadership & Program Coordination

  • Lead and manage physical security projects and processes supporting PACAF, spanning multiple subordinate units and functional disciplines.
  • Oversee the lifecycle of SCIF construction, modernization, and renovation projects, ensuring alignment with mission readiness and military construction timelines.
  • Coach, review, and delegate work to junior and mid-level physical security professionals on the team.
  • Collaborate and communicate effectively across internal teams, DoD client stakeholders, subcontractors, and vendors to influence project design and technical security approaches.

Requirements Analysis & Advisory Support

  • Analyze operational security requirements, site surveys, and facility plans to help decision-makers make informed choices regarding PACAF SCIF infrastructures theater-wide.
  • Review, develop, and coordinate Construction Security Plans (CSP) and Modification Security Plans (MSP) for new construction or renovation of existing SCIFs.
  • Review Fixed Facility Checklists (FFC) and TEMPEST Forms prior to submission.
  • Advise Government representatives on regulatory guidance, higher headquarters directives (ICD 705, DoDM 5105.21), and security accreditation processes.

Inspection & Lifecycle Management

  • Provide physical security project management training, updates, and templates to PACAF subordinate unit SSOs.
  • Manage the tracking, procurement support, and lifecycle updates of technical security systems and hardware across PACAF secure spaces.

Basic Qualifications

  • Clearance: Active Top Secret/SCI (TS/SCI) security clearance required on day one.
  • Experience: More than 5 years of experience in DoD-related security activities, physical security management, or military project coordination.
  • Technical Knowledge:
    • In-depth knowledge and operational understanding of ICD 705 and DoDM 5105.21, Vol 2.
    • Proven experience working directly with the Defense Intelligence Agency (DIA) for SCIF authorization and accreditation.
  • Communication & Skills: Excellent written and oral communication skills; customer-service oriented with demonstrated analytical, troubleshooting, organizational, and project management skills.
  • Tools: Proficiency with the Microsoft Office suite of applications for project tracking, reporting, and presentations.

Preferred Qualifications

  • Bachelor's degree in a security-related field, Project Management, or equivalent work experience.
  • Project Management Professional (PMP) Certification.
  • ICD 705 Site Security Manager (SSM) Certification.
  • Security Fundamentals Professional Certification (SFPC) or Security Asset Protection Professional Certification (SAPPC).
  • Familiarity with Air Force intelligence infrastructure and theater-specific operational security requirements.
