Position Summary:

Troopers report directly to Patrol Supervisors and work collaboratively with Indian Highway Safety staff. Their responsibilities include promoting traffic safety education; enforcing motor vehicle and motor carrier laws and regulations; investigating traffic accidents; preventing and investigating crimes; making arrests; and supporting special crime prevention and law enforcement initiatives.

All duties are performed in accordance with Quapaw Nation policies and procedures, internal control standards, and applicable regulations. Troopers are responsible for enforcing Quapaw Nation, federal, state, and local laws while protecting life and property and maintaining public peace and safety.

Essential Job Functions:

  • Patrol on foot or by motor vehicle within one or more areas of the jurisdiction to detect and prevent violations of the law.
  • Read and understand the Highway Safety project agreement to ensure compliance with all rules, regulations, and required areas of emphasis.
  • Review and understand performance measures and reporting requirements.
  • Enforce traffic ordinances and investigate traffic crashes involving personal injury and property damage.
  • Maintain records, daily log sheets, and complete reports in a timely manner.
  • Conduct traffic safety education events within the community and at schools.
  • Highway Safety Troopers will strive to spend 100% of their time performing traffic safety-related duties; exceptions may occur in exigent circumstances involving the protection of life.
  • Exercise sound judgment in routine and emergency situations.
  • Respond to calls involving serious crimes or accidents; determine appropriate actions; notify necessary authorities; safeguard scenes; preserve evidence; identify and interview witnesses; and develop preliminary investigative leads.
  • Perform duties in support of the tribal traffic safety project as assigned by the Highway Safety Supervisor or their designee.
  • Comply with all requirements of the Indian Highway Safety Program.
  • Attend training as required to fulfill the position (e.g., SFST, Intoxilyzer certification, radar operation, Lifesavers Conference, traffic crash reconstruction, ARIDE, program management training, etc.).
  • Demonstrate the ability to speak effectively in public settings, including schools, community events, public functions, and media outlets.
  • Provide training and assistance to other officers in radar use, saturation patrols, and checkpoints.
  • Cooperate with BIA, county, state, and federal law enforcement agencies on joint investigations and operations.
  • Stay informed on changing community conditions and report relevant developments or emerging issues to command staff, including recommendations for improvement.
  • Testify in court as required, presenting accurate and factual information based on personal knowledge, notes, reports, and other records.
  • Must successfully complete all required training and maintain required certifications.
  • Perform all other duties as assigned.

  • Ability to exercise independent judgment under pressure while preserving the integrity and sovereignty of the tribal organization.
  • Ability to maintain frequent contact with the public while exercising courtesy, discretion, professionalism, and sound judgment.
  • Ability to gather, prepare, maintain, and safeguard operational reports and routine records, including confidential or sensitive information.
  • Demonstrated high level of responsibility for public safety and the enforcement of laws and public safety standards.
  • Must have no felony convictions or misdemeanor convictions involving domestic violence or moral turpitude.
  • Ability to operate motor vehicles safely for official duties.
  • Must be willing and reasonably available to respond to afterhours callouts and emergency incidents on a 24-hour, asneeded basis.
  • Ability to obtain and maintain a Special Law Enforcement Commission (SLEC) through the Bureau of Indian Affairs Office of Justice Services.
  • Must be willing and able to perform all jobrelated travel as required.
  • Must be willing to carry a firearm and use deadly force, when necessary, in the performance of official duties.
  • Must possess the physical and mental stamina necessary to perform the essential functions of the position and to endure the inherent physical demands, discomforts, and dangers of law enforcement work.
  • Must successfully complete a comprehensive physical examination meeting the specifications of the Quapaw Nation Marshal Service.
  • Must be at least twentyone (21) years of age.
  • Must be able to successfully pass a tribal background investigation and drug screening.
  • Must maintain a valid driver's license in good standing and qualify under the Quapaw Nation Motor Vehicle Policy.

Experience:

  • No prior law enforcement experience is required; however, preference may be given to candidates with previous law enforcement experience.

Education:

  • High school diploma or GED required.
  • Must possess Basic Law Enforcement Training Certification.

Physical Abilities:

  • Frequently required to sit, speak, and hear, and regularly stand and walk for extended periods during patrol and emergency responses.
  • Must use hands and fingers to operate lawenforcement equipment, firearms, tools, controls, and communication devices.
  • Must be able to reach with hands and arms, including above shoulder height, and perform physical activities such as climbing, balancing, stooping, kneeling, crouching, and crawling during lawenforcement operations.
  • May be required to use the senses of smell and taste to detect environmental hazards or conditions impacting public safety.
  • Must occasionally lift, carry, push, or move objects or individuals weighing more than 100 pounds during emergencies, rescue, or custodial situations.
  • Required vision abilities include close and distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus to safely operate vehicles and firearms and maintain situational awareness.

Working Conditions:

A significant portion of the work is performed outdoors and may involve exposure to varying weather conditions. The position may also involve infrequent exposure to wet and/or humid conditions, fumes, airborne particles, toxic or caustic chemicals, extreme cold or heat, and vibration.

While performing required duties, the individual may be exposed to blood or other potentially infectious materials. All necessary personal protective equipment (PPE) is provided by the employer and must be properly used as required.
