Job description

MDW Associates is seeking a Mid-Level Congressional Budget Analyst to support the Missile Defense Agency (MDA). This role will focus on developing and coordinating congressional budget materials, supporting MDA engagements with congressional stakeholders, conducting financial execution analysis, and assisting with budget formulation for complex missile defense and homeland defense portfolios.The ideal candidate will bring strong Department of War financial management experience, exceptional writing and editing skills, and the ability to develop clear, accurate briefing materials for senior leaders, OSW, and congressional audiences. This person must be able to translate complex technical, programmatic, and financial information into concise and persuasive written products.Experience with MDA, missile defense programs, or emerging homeland defense priorities such as Golden Dome for America is highly desirable.This is a hybrid position that requires on-site support at Fort Belvoir, Virginia, approximately one to two days per week.The Congressional Budget Analyst may perform a combination of some or all of the following duties:Congressional Budget ActivitiesDevelop, edit, coordinate, and quality-control congressional briefing materials, read-ahead packages, information papers, issue papers and talking points.Draft and review responses to questions for the record (QFRs) and/or Requests For Information (RFIs).Support the development and coordination of materials for Congressional Staffer Days, hearings, briefings, and other legislative engagements.Translate complex missile defense concepts and program information into concise narratives appropriate for senior leaders and congressional audiences.Review congressional materials to ensure that programmatic, technical, schedule, and financial information is accurate and consistent with MDA's approved positions.Coordinate congressional and legislative data calls across program offices, functional organizations, and senior leadership.Draft and coordinate responses to congressional inquiries, requests for information, and other time-sensitive actions.Analyze congressional marks, funding reductions, program additions, and related legislative actions.Assist in preparing program impact statements, appeals, reclamas, and other materials supporting MDA's response to congressional actions.Maintain consistency and traceability among congressional briefings, budget justification materials, program documentation, and approved funding positions.Financial Execution and Portfolio AnalysisMonitor commitments, obligations, expenditures, disbursements, and available balances across assigned appropriations and fiscal years.Assess financial performance against approved spend plans and applicable OSD, agency, and program-level execution goals.Reconcile financial information among program records, execution reports, and official accounting systems.Enter, analyze, and report financial information using the Defense Agencies Initiative and other MDA or DoD financial management systems.Budget Formulation SupportAssist with the development and coordination of Budget Estimate Submission, and President's Budget materials.Support the preparation of budget exhibits, justification narratives, issue papers, funding summaries, and supporting documentation.Maintain traceability among program requirements, budget submissions, approved funding positions, and congressional justification materials.Required Experience/Skills:Five or more years of relevant experience supporting DoD financial management, congressional budget activities, budget execution, PPBE, or a closely related mission.Demonstrated experience developing congressional budget materials, executive-level briefings, issue papers, budget narratives, or responses to senior-level inquiries.Working knowledge of the DoD PPBE process, federal budget cycle, and congressional authorization and appropriations processes.Understanding of DoD appropriations and fiscal law principles, particularly those associated with Research, Development, Test and Evaluation and Procurement funding.Experience analyzing financial execution data, spend plans, funding variances, and program resource requirements.Ability to synthesize complex technical, programmatic, and financial information into clear and concise written products.Strong writing, editing, quality-control, analytical, and organizational skills.Ability to coordinate time-sensitive products involving multiple organizations and senior stakeholders.Proficiency with Microsoft Excel and PowerPoint.Ability to work on-site at Fort Belvoir approximately one to two days per week.Desired Experience/Skills:Previous experience supporting MDA, OSD, a military department headquarters, another DoD agency, or a major defense acquisition program.Experience supporting Congressional Staffer Days, hearings, responses to congressional inquiries, congressional mark assessments, appeals, or reclamas.Experience preparing or reviewing Congressional Budget Justification materials.Hands-on experience with DAI and other DoD budget execution, or reporting tools.Education Requirement(s):Bachelor's degree in finance, accounting, economics, business, public policy, political science, or a related field.Security Requirement(s):Candidates for this position must have an Active Secret Security Clearance or higher.Company DescriptionIncorporated in 2012, MDW is a small business headquartered in McLean, VA with offices in Huntsville, AL.
