Position Title: Program Analyst – Budget Support & Financial Reporting

Organization: Department of Justice Program Management Office, and Strategic and Executive Support Services to the Executive Office for Immigration Review’s (EOIR) Office of Information Technology (OIT)

Location: 4825 Mark Center Drive, Suite 200, Alexandria, VA 22311

Position Type: Full-Time – 100% on-site support

Security Clearance: Public Trust (Current Clearance is Preferred)

Annual Salary: $105,000 - $110,000 with a sign-on bonus

Overview:

Emerge Solutions Group, LLC (EMERGE) is seeking a Program Analyst to provide budget support, financial reporting, and analytical expertise within a federal program environment. This role supports program leadership through budget tracking, financial analysis, reporting, and performance measurement activities critical to fiscal planning and program execution.

The position requires strong technical and analytical skills, attention to detail, and the ability to translate complex financial and budgetary data into clear, actionable insights for senior leadership and stakeholders.

Education: Bachelor’s degree in finance, Accounting, Business Administration, Economics, Public Administration, or a related field required. Master’s degree preferred.

Minimum Qualifications:

  • Demonstrated experience supporting federal budget, financial reporting, or program financial management activities.
  • Experience working within a federal or government contracting environment.
  • Familiarity with the federal budget cycle, funding structures, and budget execution processes.
  • Experience preparing financial reports, budget analyses, or performance metrics for leadership review.
  • Strong analytical skills with the ability to interpret financial data, identify variances, and provide actionable recommendations.
  • Strong proficiency in Microsoft Excel, including advanced functions, pivot tables, and financial modeling techniques.
  • Experience working with budget tracking, financial management, or reporting systems used in federal environments.
  • Ability to translate complex financial information into clear written and verbal communications.
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities in a fast-paced setting.

Duties: Program Analyst – Budget Support & Financial Reporting

  • Provide detailed support for tracking, monitoring, and analyzing federal budget outlays and expenditures.
  • Assist in the preparation of budget submissions, forecasts, revisions, and supporting documentation.
  • Support budget execution activities, including reconciliation, variance analysis, and financial tracking.
  • Develop and maintain financial reports, dashboards, and performance metrics related to program budgets.
  • Prepare monthly, quarterly, and ad hoc financial reports for senior leadership.
  • Analyze financial data to identify trends, risks, discrepancies, and resource considerations.
  • Support financial planning and forecasting by evaluating historical and current budget data.
  • Integrate financial data from multiple systems to produce comprehensive reporting products.
  • Provide briefings, summaries, and written reports on budget status and financial performance.
  • Ensure accuracy, consistency, and integrity of financial data and reporting outputs.
  • Collaborate with program leadership and stakeholders to support fiscal planning and decision-making.


Preferred Qualifications:

  • Experience supporting DOJ, EOIR, or similar federal agency environments.
  • Experience with federal financial or budget systems (e.g., FMMI or similar platforms).
  • Experience developing financial dashboards or automated reporting solutions.
  • Experience supporting program management offices (PMOs) or executive leadership.
  • Strong proficiency with Microsoft Office tools (Word, Excel, PowerPoint).
  • Extensive experience crunching, processing, analyzing, and calculating complex datasets to support federal budget decisions.
  • Proven track record managing federal budgets, including forecasting major investments, tracking expenditures, and ensuring compliance with applicable requirements.
  • Strong analytical and quantitative skills, with the ability to model scenarios, identify trends, and provide actionable insights.
  • Demonstrated ability to prepare accurate budget documentation and reports, ensuring calculations are validated and audit-ready.
  • Skilled in coordinating with stakeholders to gather requirements, refine data processes, and support effective budgeting and resource allocation.
