Job description

Job Summary

Galapagos Federal Systems LLC is seeking a highly experienced and mission-focused Level 3 Program Security Officer to support a U.S. Space Force (USSF) customer. The selected candidate will serve as a key member of the security team, partnering closely with the Government Security Team Lead to support and oversee program security requirements, ensure compliance with applicable DoD and USSF policies, safeguard classified and sensitive information, and contribute to critical national security missions. This role requires extensive experience in security operations, risk management, and the protection of mission-essential assets within a dynamic, highly regulated environment.

Key Responsibilities 

The Program Security Officer L3 will: 

  • Support the Government Security Team Lead and Program Management Office by administering and executing program security requirements, ensuring compliance with applicable security policies, regulations, and directives  
  • Identify, document, and communicate security compliance issues, incidents, and risks while ensuring timely resolution and reporting 
  • Draft, review, coordinate, and maintain DD Form 254s and provide security guidance to Program Managers and associated program personnel  
  • Manage and oversee the Program Personnel Security (PERSEC) program for government, industry, and mission partner personnel 
  • Ensure compliance with current DoD, USAF, and USSF regulations, policies, and procedures governing Special Access Programs (SAP), Sensitive Compartmented Information (SCI), and collateral security programs  
  • Develop, update, and maintain security policies, procedures, Standard Operating Procedures (SOPs), OPSEC plans, and related documentation for secure facilities and mission partner operations 
  • Assess and mitigate security vulnerabilities throughout system development, acquisition, deployment, and sustainment lifecycles  
  • Provide guidance on classification management, including marking, safeguarding, accountability, storage, transmission, reproduction, downgrading, declassification, and destruction of classified information  
  • Administer personnel security processes using the Defense Information System for Security (DISS) and Joint Access Database Environment (JADE), including access verification, Program Access Requests (PARs), and eligibility determinations as a Special Access Program Personnel Security Officer (SPO)  
  • Support the Special Access Program Nomination Process (SAPNP) and provide guidance on personnel access requirements 
  • Conduct preliminary inquiries into security incidents, prepare investigative reports, and coordinate recommended corrective actions with government security officials 
  • Advise managers and personnel on security policies, access controls, need-to-know requirements, physical security measures, classified material handling, emergency destruction procedures, and related security functions  
  • Prepare and deliver security briefings, training sessions, presentations, and consultations to government personnel, contractors, and mission partners  
  • Exercise sound judgment, critical thinking, and initiative to resolve complex security issues, prioritize competing requirements, and support a dynamic acquisition environment  
  • Travel as required to support program management teams, mission partners, and government organizations 

Skills and Experience 

The Program Security Officer must have:  

  • Active Top Secret security clearance with SCI eligibility and the ability to maintain required access throughout employment  
  • 10+ years of experience supporting Department of Defense (DoD), Intelligence Community (IC), or other national security programs  
  • 2+ years of experience supporting Special Access Programs (SAP), Sensitive Compartmented Information (SCI) programs, or similarly controlled classified environments 
  • Demonstrated experience in Personnel Security (PERSEC), Program Security, Industrial Security, or a closely related security discipline  
  • Experience utilizing Defense Information System for Security (DISS), Joint Access Database Environment (JADE), and related personnel security systems to manage security records, access determinations, and program eligibility

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
