Vault 44.01 (Vault) is a leading carbon capture & storage (CCS) developer focused on the development, capitalization, and operation of carbon storage assets throughout North America. Vaults team brings over 90 years of direct carbon storage experience, with involvement in the development of carbon storage projects across North America since 2007.

Vaults capabilities span technical analysis, project design, permitting, stakeholder engagement, land leasing and acquisition, facility construction, and operations. In collaboration with our industrial partners, we are currently developing CCS projects in the US Midwest, US Southeast, and Canada focusing on single CO2 source, near-site sequestration projects and including 7 projects currently under contract.

Vault has secured a US$300 million equity capital commitment from Grey Rock Investment Partners (Dallas, TX based private equity company) and has offices in Denver, CO and Calgary, AB.

Opportunity:

Vault 44.01 is seeking a Legislative & External Affairs Coordinator to support the companys government relations, regulatory strategy, and community engagement functions across its full carbon capture and storage (CCS) project portfolio. While the role supports all Vault projects nationally, the primary focus will be on Midwest project sites, and candidates located in the Midwest are strongly preferred. This is a substantive external affairs role requiring direct engagement with state legislators, regulatory agencies, local officials, and community stakeholders. The ideal candidate has working knowledge of state legislative processes in one or more Midwest states, experience supporting government or public affairs functions, and the professional presence to represent the company effectively with elected officials, regulators, and community leaders.

Specific responsibilities include, but are not limited to, the following:

  • Track state legislation across all Vault 44.01 project states with primary focus on Midwest states relevant to CCS, energy transition, pore space rights, and Class VI UIC permitting frameworks; monitor committee activity, hearing schedules, and amendment proceedings; prepare concise legislative summaries and briefing materials for internal leadership.
  • Serve as day-to-day liaison with legislative offices, agency staff, county and township officials, and trade associations; coordinate and prepare materials for meetings with state legislators, Senate and House committee staff, agency contacts, and other government officials.
  • Monitor regulatory proceedings at state environmental and natural resources agencies across Vault project states (including ODNR, Ohio EPA, MDEGLE, and equivalents in other states) as well as relevant federal agencies; flag developments requiring team response and support preparation of testimony, comment letters, and policy position documents.
  • Assist with drafting and maintaining a legislative contact network across state legislative chambers relevant to Vault 44.01 project sites, with emphasis on Midwest states; support relationship management with state Farm Bureau chapters, county commissioner offices, and other organized stakeholder constituencies across all project geographies.
  • Monitor local government meeting schedules and agendas across project geographies, including county commission meetings, township trustee meetings, zoning board of appeals (ZBA) hearings, and planning commission sessions; attend or track relevant proceedings, flag agenda items affecting Vault project interests, and report findings to the Government Affairs team in advance of meetings.
  • Coordinate logistics and materials for Community Advisory Panel (CAP) sessions, public open houses, and informational meetings across project sites; maintain stakeholder databases, contact logs, and engagement records using Monday.com and project-specific tracking tools.
  • Assist with drafting community-facing communications, fact sheets, and presentation materials that translate complex CCS regulatory and technical content for general audiences; help maintain consistent branding and messaging across stakeholder-facing materials.
  • Support administration of the Vault Innovation Fund, including application intake, nonprofit communications, and grant tracking; contribute to internal reporting on legislative status, stakeholder sentiment, and permitting milestones.
  • Prepare meeting agendas, capture notes, and track action items from government affairs meetings and stakeholder engagements; maintain organized records of regulatory filings, permit applications, correspondence, and legislative activity across all project sites.
  • Perform other duties as assigned to advance the teams government affairs, legislative, and community engagement objectives.


Skills and Qualifications:

  • Bachelors degree in political science, public policy, communications, environmental studies, or a related field
  • 37 years of relevant experience in government affairs, legislative relations, public affairs, or a closely related field; experience as a legislative aide, policy analyst, or government relations professional in a Midwest state office is highly valued
  • Demonstrated understanding of state legislative processes, including bill tracking, committee structures, and engagement with elected officials and their staff
  • Strong written and verbal communication skills; ability to draft professional correspondence, briefing documents, and stakeholder communications independently
  • High Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); comfort with or ability to quickly learn CRM and project management tools (Monday.com preferred)
  • Ability to work autonomously in a remote environment while managing multiple concurrent workstreams and deadlines
  • Professional demeanour and judgment when representing the company with external government and community audiences
  • Strong organizational and time-management skills; ability to handle multiple priorities in a fast-paced, multi-site project environment
  • Familiarity with Midwest state government structures, energy policy, land use regulation, or environmental permitting frameworks; knowledge of Ohio or Indiana is particularly valuable given current project concentration
  • Salary Range: $100,000 $120,000 USD
