About the Opportunity

Our client is a Service-Disabled Veteran-Owned Small Business (SDVOSB) federal IT services firm with over two decades in operation. Certifications include CMMI Services Level 3, ISO 9001:2015, ISO 27001:2013, and ISO 20000-1:2018. Customer base spans USTRANSCOM, USAF Air Mobility Command (AMC), IRS, and Department of Education. Vehicle stack includes Polaris (SDVOSB, HUBZone, WOSB, SB), OASIS+ (SDVOSB, HUBZone, SB, 8(a), Unrestricted), SEWP VI (B&C), T4NG2, and MDA Shield. Headquartered at Scott AFB, IL with a National Capital Region office in Vienna, VA.

Position Summary

Owns all pre-award BD activity across the client's active vehicle portfolio. Primary mission is program intimacy. If intimacy cannot be achieved, the pursuit does not proceed. Reports to the BD PMO Director and drives pipeline through capture, teaming, and bid/no-bid decision. Culture is lean, wins-focused, and heavily relationship-driven. A performance commitment agreement is signed at offer acceptance.

Key Responsibilities

• Own the full opportunity pipeline from identification through bid/no-bid recommendation and proposal kickoff across all active vehicles.

• Keep every active pursuit current in Technomile (Salesforce). If it is not in the system, it does not exist.

• Chair weekly capture meetings for every pursuit that is actively building intimacy. Drive agenda, document next actions, advance the ball.

• Attend and contribute to the weekly company BD meeting. Report pipeline status, flag blockers, and confirm pursuit stage for every active opportunity.

• Manage all subcontractor teaming relationships. Coordinate BD across vehicles when joint venture structures are involved.

• Actively pursue large business subcontract positioning. Establish the firm as small business of choice for large prime IDIQ contractors.

• Develop high-level competitive and pricing strategy inputs.

• Pursue intimacy paths on every pursuit that is bid.

• Recommend bid / no-bid to the BD PMO Director. Never advance a pursuit without a confirmed intimacy path.

Required Qualifications

• 5+ years of federal BD capture experience on GWACs or IDIQs (Polaris, Alliant, OASIS+, CIO-SP, or equivalent).

• Established relationships with program offices and BD teams in DoD, VA, or civilian federal agencies.

• Working understanding of SDVOSB, HUBZone, WOSB, and 8(a) JV structures and set-aside dynamics.

• Proven track record building relationships with large prime contractors and positioning as a named sub.

• Experience managing teaming and partner BD coordination across multiple simultaneous vehicles.

• Ability to identify and cultivate individuals with deep program knowledge as capture assets.

• Comfortable using whatever tools (AI or otherwise) accelerate the hunt. The relationship is still the job.

• US work eligibility. Public Trust likely floor for federal customer access.

Preferred Qualifications

• Direct experience with Polaris, OASIS+, CIO-SP4, Alliant, or equivalent multi-vehicle GWAC environments.

• Prior experience at a small business federal contractor. Comfortable operating in lean-team BD environments where you own the full capture lifecycle without a supporting staff.

• CRM proficiency (Technomile, GovWin IQ, Salesforce, or equivalent pipeline management platform).

• Familiarity with T4NG2, SeaPort NxG, or other DoD-specific vehicle structures and incumbency transition dynamics.

• Experience coordinating BD activity across joint venture structures with multiple teaming partners at different levels of BD maturity.

Compensation & Benefits

Base Salary: $130,000 to $145,000+, commensurate with experience and existing agency relationships.
