* Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. * Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.

You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience with performing Civilian Payroll Processing functions and Customer Service Representative duties which may include Entering Tax withholding, entering direct deposit information, entering Voluntary Leave Transfer Program (VLTP) donations, entering time and attendance in Navy ERP, processing mortgage eligibility forms, entering restored leave, family medical leave, and annual and sick leave for new hires. * Experience with analyzing payroll reports, identify discrepancies, and perform time and attendance audits.

* Experience in interpreting and applying federal regulations relating to Civilian payroll functions, entitlements, responsibilities, etc. * Experience with working errors caused by the interface of ship time and attendance to Navy ERP. * Experience with being responsible for key supporting documentation retention in association with Ship timecards, time and attendance reports, and employee record updates.

* Experience with performing time and attendance reviews and verifying accuracy according to regulations and policies and procedures of MSC.
