Job description

Duties * You will serve as the senior advisor to the Director of International Programs, providing strategic guidance on foreign affairs policies and program execution. * You will interpret and implement foreign affairs policies while ensuring alignment with Department of Defense, Department of the Navy, Marine Corps, and command objectives. * You will establish program goals, allocate resources, and oversee international programs to ensure effective execution and long-term mission success. * You will analyze policy proposals, recommend improvements, and represent the organization before senior foreign affairs boards, committees, and leadership. * You will lead, mentor, and supervise personnel by setting priorities, evaluating performance, resolving workplace issues, and supporting employee development. * You will direct workforce planning by assigning work, hiring qualified candidates, developing procedures, and improving organizational effectiveness. * You will prepare and deliver reports, briefings, and recommendations while coordinating with stakeholders to advance international program objectives. * You will serve as the Command Security Cooperation Workforce Development Program Data Manager and Community Manager for the organization. Requirements Conditions of employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * You will be required to obtain and maintain a DoD SCWDP certification within the required timelines. Failure to obtain and maintain may subject the incumbent to adverse action. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert knowledge in Security Assistance, International Cooperative Programs, and Security Cooperation Planning. 2) Ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions. 3) Ability to communicate effectively orally and in writing.
