Job description

QuarterLine (QL), a Planned Systems International (PSI) company, is seeking a dedicated and compassionate Registered Nurse (RN) to provide clinical and quality oversight for our Referral Management Center team supporting Military Treatment Facilities (MTFs). The RN will oversee referral management operations, quality standards, reporting, and assigned staff.


  • Provide clinical and quality oversight for assigned MTF locations and serve as the primary contractor point of contact. 
  • Monitor performance and data quality and implement improvement plans as needed. 
  • Prepare and submit monthly performance and quality reports. 
  • Address patient and MTF complaints and performance concerns within established timeframes. 
  • Provide training to MTF clinical staff on referral processes, quality, and timeliness requirements. 
  • Supervise assigned Referral Clerks and LPN/LVN personnel, including coaching, quality review, scheduling, and performance management.

  • US Citizen.
  • Graduate of an accredited nursing program; BSN preferred.  
  • Current, active, unrestricted RN license issued by any U.S. state, the District of Columbia, or a U.S. territory.  
  • Ability to read, write, speak, and understand English fluently. 
  • Ability to obtain and maintain a favorable background investigation, a Common Access Card, and MTF-specific badge and system access. 
  • Current Basic Life Support certification (AHA or Red Cross). 
  • Three years (3) of registered nursing experience, including at least one year in referral management, utilization management, case management, quality management, or ambulatory care. Prior supervisory, team lead, or quality oversight experience preferred. 

  • Must pass TB Test.
  • Subject to a background/security investigation.
  • Willingness to comply with DHA vaccination requirements. 
  • Pre-employment drug screening.
  • Contract workers shall maintain good personal hygiene and present a well-groomed and professional appearance IAW the policy at the place of performance.
