The Idaho Department of Fish and Game is seeking a Geographic Information System (GIS) Analyst III to join the team. This position will plan, design, conduct, and oversee GIS development and analysis projects; serve as technical lead and/or subject matter expert in GIS technology and applications; perform related work.

Responsibilities:
  • Apply considerable knowledge in publishing and maintaining GIS web services and surveys.
  • Lead the creation of mobile data collection applications using Survey123, Field Maps, and other tools.
  • Independently write queries and update database tables in SQL Server or other geodatabases.
  • Assess needs and implement automation for repetitive GIS processes using Python, Arcade, or other solutions.
  • Co-administer ArcGIS Enterprise and ArcGIS Online, including management of named user licensing types and roles.
  • Develop cartographic products and perform spatial data analysis as needed.
  • Develop and maintain web applications using ArcGIS Experience Builder, Dashboards, Web AppBuilder, or similar platforms.
  • Apply project management principles to develop and adhere to project work plans.
  • Collect, create, and update geospatial data documentation, including metadata. Manage GIS-related projects and/or provide expertise as part of a cross-bureau project team.
  • Develop and/or lead GIS training and technical support for Desktop, Enterprise, or ArcGIS Online environments.

Minimum Qualifications:
(All qualifications listed below are required. To be considered for this position, applicants must meet the minimum experience and/or education standards as outlined in each of the typical qualification guidelines.   • Considerable knowledge of GIS including analysis, data capture and data conversion (Typically gained by successful completion of at least twelve upper division college credits relating to GIS technology such as computer science or geography OR at least three years of professional work experience applying GIS technology on a regular basis.)
  • Considerable knowledge of cartographic principles (Typically gained by successful completion of at least twelve upper division college credits of cartography coursework OR three or more years of professional experience applying cartographic principles through processing geographic data and producing maps.)
  • Good knowledge of GIS programming languages commonly used in the development of GIS programs (Typically gained by successful completion of at least eight or more college level credits in a GIS related field such as computer science or geography and at least three years of professional work experience applying programing languages commonly used in the development of GIS programs OR at least eight years of professional work experience applying programming languages commonly used in the development of GIS programs.)
  • Good knowledge of database management (Typically gained by successful completion of at least six college level credits related to database management and at least two years of work experience in rational database management including experience with statistical software such as Spatial Database Engine (SDE), Access, SQL, File Geodatabase, etc. OR a combination of education and experience to equal four years of experience.)
  • Good knowledge of Web APIs (Typically gained by successful completion of at least six college level credits directly related to Web API's or spatial web applications, and at least two years of related work experience OR a combination of education and experience to equal four years of experience.)
  • Experience: planning, designing, and implementing GIS projects and preparing reports of findings (Typically gained by at least three years of professional work experience designing and implementing GIS projects and preparing reports of findings.)
  • Experience operating, applying, and programming GIS software products in a work environment (Typically gained by at least three years of professional work experience operating, applying, and programing GIS software products in a work environment.)

The ideal candidate will be experienced with ArcGIS Enterprise, Portal, AGOL and data management related to natural resources. They will be proficient with ArcGIS SDE, SQL Server and creating or modifying queries. They will be proficient with Python and JavaScript. They will also have familiarity with Survey 123, Survey 123 Connect, ArcGIS Field Maps, Arcade, ArcGIS Dashboards, and Experience Builder or Experience Builder Developer Edition. They will have experience with Agile project management concepts. Additional consideration may be given at the time of interview to candidates who have relevant training or experience.
