Position Summary
This position manages fleet operations, and relatedactivities including acquisition, repair, maintenance, and disposal of fleetvehicles. The responsibilities include overall management and overseeingFuelman gas card program (including investigation of fueling exceptions),management of fleet GPS/location services contract and timely conduct of fleetvehicles repair/maintenance work in coordination with relevant departments. TheFleet Operations Manager will also lead the Electric Vehicles (EVs) transitionprogram.
Essential Functions
• Develops, revises, implements, andmonitors short and long-range goals and objectives for the fleetmanagement.
• Manage implementation of fleet preventive maintenance program and repairservices including timely conduct of annual inspections to ensure allvehicles remain compliant to the regulatory requirements.
• Manage the Fuelman Gas Card program including fuel pin requests/issuance andmonitoring of usage reports. Manages fuel purchasing and usage of FuelmanGas cards including audit of fuel exceptions.
• Manage GPS tracking (location services) system; ensures all vehicles haveoperating devices, monitors drivers/vehicle usage as needed and reviewsreports.
• Create annual Fleet Reserve (FR) budget requests based on conditionassessment report of vehicles and transition plan of fleet from InternalCombustion Vehicles (ICVs) to Electric Vehicles (EVs).
• Manage procurement/replacement of vehicles approved under the annual FleetReserve program.
• Manage assigned programs including repair, maintenance, and replacement offleet vehicles in accordance with the approved policies and procedures.
• Manage the entire lifecycle process of fleet vehicles, from researching andprocuring the right vehicles to their disposal. This includes managing theasset function of fleet vehicles to include commissioning, decommissioningand disposition process.
• Perform data verification of Fleet Management/Maintenance software, reportingand budgetary duties.
• Monitor and manage all fleet-related expenses, including fuel, repair/maintenancecosts, and any other costs related to fleet operations to ensure all expensesremain within budget allocations.
• Conduct fleet vehicles assessment and review of maintenance actions toimprove fleet operations maintenance program to ensure higher fleetavailability rates.
• Prepare documentation to assist with budget management, policy developmentand implementation, reporting and data management, and coordination withfleet services garage, Commissioning/ Decommissioning Center (CDC), othergovernmental agencies and the County departments.
• Reviews work procedures and operational efficiency and recommends andimplements solutions.
• Coordinates with Risk Management for the insurance claims and the costreimbursements.
• Provides technical advice to departments regarding vehicle acquisition andrepair/maintenance.
• Remains current on modern fleet management-related issues; especially newtechnology and electric vehicles.
• Administers maintenance and fuel budget and processing of related invoices.
• Presents proposals and reports and leads the annual Fleet Reserve replacementprogram and budget request.
• Manages all fleet services/operations related contracts, includingbidding/RFPs and contracting in accordance with County guidelines.
• Assist in the development of policies and procedures.
• Performs other duties and functions as assigned and deemed necessary byMecklenburg County.
Minimum Qualifications
Experience:
• Five (5) years of Supervisory experience in fleet operations and maintenance.
• Experience managing fleet vehicles acquisition, commissioning/decommissioning,fuel management, GPS monitoring, and Electric Vehicles (EVs) transition
Education:
Bachelor's degree in Automotive Technology, Automotive Engineering, IndustrialEngineering, Mechanical Engineering, or related field.
Combination of relevant education and experience accepted? Yes,Associate's degree with minimum 10 years of related work experience, including3 years of supervisory experience.
Preferred Qualifications:
• Master's Degree in Automotive Technology, Business Administration, or relatedfield.
• Certified Public Fleet Professional (CPFP)
• Certified Automotive Fleet Manager (CAFM)
