This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.
Opening:
The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation's largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. MTA strives to provide a safe and reliable commute, excellent customer service, and rewarding opportunities.
Position Objective:
This position is responsible for the ongoing maintenance of Oracle EPM Cloud Financial applications currently utilized within the MTA Office of Management and Budget (OMB). It will report to the Senior Manager, Financial Systems, and will maintain all updates required for the ongoing support of three budget cycles (July Financial Plan, November Financial Plan, and February Financial Plan), month and annual variance reporting, and all ad hoc reporting as required by the OMB. The position will take control of any enhancements required within each application resulting from any revisions to the budget process, business requirements, or updates to the PeopleSoft Ledger System. It will also be responsible for the ongoing integration and automation of data exchanges between these cloud-based applications and other sources of data. This position will also support the development of any/all additional cloud-based applications as required.
Responsibilities:
  • Maintain and administer Oracle EPM Cloud applications for the MTA Office of Management and Budget
  • Administration of current integrations between agency-specific cloud-based applications and source data applications.
  • Management of security in shared services, metadata maintenance, and user support.
  • Develop and maintain Calc Scripts and business rules.
  • Lend experience and expertise to all upgrades and enhancements
  • Provide technical support and expertise on all financial reporting requirements using Reporting, ODI, and FDMEE Oracle tools.
  • Manage the training and inculcation of OMB financial systems and reporting tools into all finance-supported departments.
  • Cross-train , mentor, and motivate existing personnel within the Financial Systems Team to ensure consistent performance.
  • Maintain technical and end-user documentation to ensure ongoing delivery and user support.
  • Serve as the systems subject matter expert, fill in for the Senior Manager and Deputy Director of Financial Systems when not available, and provide for other requests as necessary.
  • Other responsibilities as assigned.

Required Qualifications:
Required Knowledge/Skills/Abilities:
  • Must have experience in the implementation and maintenance of Oracle EPM Cloud applications.
  • Must have a background in Oracle Data Integration (ODI) package development, maintenance, and execution.
  • Must be experienced in the development, testing, and incorporation of calculation rules.
  • Must have experience creating reports.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within the Finance Division
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal stakeholders.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Required Education and Experience:
  • Bachelor's Degree in Arts/Sciences (BA/BS) in Finance, Accounting, or Computer Science field, or equivalent combination of education and experience from an accredited college may be considered in lieu of a degree
  • Minimum 5 years of related experience as an administrator of an Oracle EPM Cloud-based application, including at least 2 years in a managerial and/or leadership role in a large organization.
