Job description

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. With over 100 locations throughout Southeastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

We are seeking a qualified Fiscal Operations Director to oversee the financial support provided to our program service areas. This position works directly with service delivery management to ensure that financial operations conducted at the program level are consistent and coordinated with the Agency Fiscal Department’s needs and expectations.

This position reports the Controller and responsibilities include the following:

  • Develop and oversee programmatic internal fiscal review functions; ensure that appropriate compliance is maintained and policy controls are adhered to throughout Agency services at the program level
  • Oversee the continuous improvement of program fiscal processes with the goal to achieve best practices and optimal output
  • Develop, update and maintain policies and procedures for program fiscal operations
  • Assist and review the preparation of annual program budgets and funding source budgets; prepare, review, and maintain accounting records for program services
  • In conjunction with the Controller, analyze operational service gaps, changes, and issues, and recommend alternative action plans; ensure effective follow up processes are in place
  • Review/analyze monthly financial reports including budget to actual reports, payroll ledgers, and overtime utilization
  • Provide fiscal management and oversite of the Philadelphia Representative Payee Program accounts and systems including staff supervision, training, and support system support to users
  • Review and establish internal controls over the Representative Payee Program to ensure proper safeguarding of assets, monitoring of accounts, and regular auditing
  • Provide fiscal oversite of federal service contracts and Agency independent contractors; coordinates contracts in collaboration with Human Resources
  • Assist in the review and development of internal controls and auditing procedures
  • To be a successful applicant the following is needed:
    • A B.A./B.S. Degree in Accounting, Business Administration or Finance and six (6) years experience or any combination of education; experience and training that would provide the level of knowledge, skill, and ability required.
    • At least 6 years of supervisory/management experience.
    • Proficiency with Microsoft Office applications such as Excel and Word.
    • Strong knowledge of accounting principles.
    • Working knowledge of automated accounting system.
    • Good communication skills.
    • Strong analytical and computer skills.
    • Detail oriented and able to work independently.

    Scope:

    • Required sitting for long periods of time.
    • Light lifting and/or carrying, not to exceed 50 lbs.
