Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana's Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals
This position reviews, interprets, and applies Unemployment Insurance (UI) Employment Security Law in the maintenance of unemployment insurance tax accounts for approximately 100,000 employers. The position exercises independent judgment and ensures compliance with state and federal laws and generally accepted accounting principles.
The duties directly impact the UI Accounting Program and require providing customer service while maintaining a basic knowledge of Tax Operations areas, including Employer Status, Experience Rating, Benefit Charges, Delinquent Accounts, Tax Adjustments, the Employer Tax Call Center, Monetary Reconsiderations, and Field Audit.

Minimum Qualifications
Three years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Details:

• Determines employer liability or non-liability to state unemployment taxes and issue the appropriate determination to employing entity.
• Review and process payments received through the agency portal and make adjustments to misapplied payments.
• Researching and updating power of attorney (POA) files with the name of the individual or company granted authorization to represent a specific employer.
• Confers with private accountants, title companies, CPA's attorneys, representatives from federal and state revenue departments, clerk of courts, sheriffs, state legislators, and bankruptcy trustees concerning wage/tax discrepancies in wages, contributions, interest and/or penalty charges or unaccepted reports, outstanding debts owed by employers with pending sheriff sales and bulk sales.
• Support UI Initiative to provide excellent customer service by taking incoming calls from employers in response to notices, specifically, delinquent notices, overpayment notices, rate notices, and status of account changes, including incoming calls from employers seeking technical assistance with wage file upload.
