The Joint, Office of the Secretary of War, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of War (DoW), Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. 

The Acquisition and Technology Analysis Group (ATAG) within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the DoW. These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), DARPA, Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future. 

We have an immediate need for a Financial Analyst to provide onsite support at the Pentagon in Arlington, VA. 

Responsibilities

The candidate will provide comprehensive financial analysis and program support to the Joint Staff/J-8 Studies, Analysis, and Gaming Division (SAGD) in direct support of Joint Staff wargaming and the Wargaming Incentive Fund. Responsibilities include developing, analyzing, and validating resource-informed assessments, studies, reports, and strategies that align wargaming activities with fiscal guidance and constraints. The candidate will assess funding requirements, track execution against plans, identify variances, and recommend corrective actions to optimize the financial performance of wargames, tabletop exercises, and net assessments. The candidate will also serve as the lead for the multi-million-dollar Wargaming Incentive Fund, to include creation of Military Interdepartmental Purchase Requests (MIPRs), Purchase Requests, budget forecasting, statistics, Defense Agencies Initiative and G-Invoicing, Dormant Account Review Quarterly continuous completion, and TDY traveler management. Finally, the candidate will support the Defense Wargaming Alignment Group (DWAG), assist with the management and updating of the DoW Wargaming Repository, and provide subject matter expertise and support for J-8 wargames and tabletop exercises as a Deputy Game Director or Facilitator.

Qualifications

Required:

  • Bachelor's degree
  • 8+ years of experience with military operations (as a Service member, DoD civilian, or DoD contractor)
  • Understanding of budget management, funds allocation, and purchase request processes in support of DoW programs
  • Understanding of the functions and processes of the Joint Staff
  • Familiarity with DoW financial systems and the Military Interdepartmental Purchase Request (MIPR) process
  • Active TS/SCI clearance

Desired:

  • Experience supporting Joint Staff, OSD, Service HQ, or CCMD headquarters
  • Understanding of the role and value of DoW and Joint Staff wargaming
  • Prior exposure to wargaming financial workflows, funding lines, or crossorganizational resource coordination
  • Strong organizational skills and ability to manage recurring financial actions within WIF or similar processes
  • Ability to communicate effectively with both operational and financial stakeholders
  • Demonstrated proficiency with standard DoD administrative and coordination tools (e.g., trackers, task management, correspondence processes)
