Salary:

Program Analyst II - Active Top Secret (TS) security clearancerequired for this position.


enGenius is seeking a Program Analyst to support a prospective Federal Client in Arlington, VA. This position is contingent upon contract award. This individual will be supporting Research and Development (R&D) program management, transition activities, and technical documentation in a classified government environment.


Responsibilities:

  • Provide programmatic support and analysis to government Program Managers across active and planned Research and Development (R&D) programs, including tracking milestones, schedules, and deliverables.
  • Draft and refine program documentation including Program Approval Documents, Program Completion Reports, Security Classification Guides, and R&D Descriptive Summary narratives.
  • Establish and maintain communication with internal and external transition partners; document requirements and support alignment of R&D programs to transition partner needs.
  • Generate Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), and other formal R&D transition documents.
  • Deliver detailed analysis and reports on R&D transition opportunities, pathways, and methodologies.
  • Develop strategic plans for engaging potential program participants and increasing awareness of R&D projects across relevant offices and agencies.
  • Build and maintain a network of key stakeholders for R&D collaboration and transition, facilitating connections to support ongoing programs.
  • Create and manage communication materials to support transition activities and enhance transition and commercialization planning.


Experience Required:

  • 4+ years of experience in program analysis, R&D program support, or a closely related field.
  • Experience working in or directly supporting an R&D federal environment.
  • Demonstrated professionalism and mature judgment in anticipating and solving financial, business, administrative, or programmatic challenges.
  • Experience supporting technology transition activities, stakeholder engagement, or MOA/MOU development.
  • Strong written and verbal communication skills with demonstrated ability to produce accurate, polished analytical products on tight deadlines.
  • Bachelor's degree.


Preferred Knowledge, Skills & Abilities:

  • Prior experience supporting a Department of War R&D agency such as Defense Advanced Research Projects Agency (DARPA) or Defense Information Systems Agency (DISA).
  • Experience supporting executive-level briefings, Directors Office program reviews, or Congressional inquiries.


Security Requirements:

  • Active Top Secret Security Clearance. Verification will be required
