CBI provides residential, outpatient, inpatient, patient-centered medical homes, medication-assisted treatment, and crisis services to individuals experiencing crisis, opioid use disorder, homelessness, and mental illness.
CBI is the premiere non-profit fully integrated healthcare provider of substance use and behavioral health programs in Arizona, including prevention, education and treatment using cutting-edge, nationally recognized, evidence-based models.
Job Summary
The Fidelity Specialist plays a key role in supporting the Quality Management (QM) department's monitoring of Housing & Community Integration (HCI) and other community-based programs by monitoring program fidelity, adherence to evidence-based models, and compliance with HUD, CoC, and funder standards. This position ensures that community-based programs deliver services consistent with established practices, regional best practices, and internal quality frameworks.
The role focuses on evaluating program operations, participant experience, and service delivery workflows to identify areas for improvement and strengthen program alignment. The Fidelity Specialist conducts near real-time data quality reviews, supports Corrective Action Plans (CAPs), provides targeted coaching and technical assistance to program team members, and collaborates with internal and external partners to enhance service quality and system coordination.
This is a non-supervisory role designed to support program excellence and fidelity to housing best practices such as Housing First and evidence-based housing program navigation and retention strategies.
Skills/Requirements:
  • High school diploma or GED required. Associate degree or higher in social services, public administration, behavioral health, or related field preferred.
  • Minimum of two (2) years of experience with evidence-based housing project types (RRH, PSH, ES, etc.), homelessness services, or quality assurance required.
  • Minimum of two (2) years of professional experience working with integrated behavioral health service delivery to vulnerable populations including but not limited to those experiencing HUD-defined homelessness, Serious Mental Illness (SMI) designated, and substance use disorder (SUD) treatment recovery required.
  • Basic excel analytic experience, required (pivot tables, create data visualizations using excel, etc.)
  • Valid identification required.
  • Level One Fingerprint Clearance Card, required.
  • HMIS, SPDAT, Housing First, or related certifications preferred.
