Job Overview
Job Title: Contracts Manager
Location: Tampa, FL
This position is pending contract award.
Job Responsibilities
Trace Systems is actively recruiting for a Contracts Manager to support the EAGLE-I contract onsite in Tampa, FL.
The job responsibilities include, but are not limited to:
  • The Contracts Manager administers the prime contract end-to-end: award through closeout.
  • Manages mods/options/funding, Ts&Cs, deliverables/CDRLs, and correspondence;
  • ensures FAR/DFARS/clause compliance.
  • Prepares/negotiates agreements, supports proposals, and aligns with PM/Finance on ceilings, burn, and fee.
  • Oversees invoice acceptance (WAWF/PIEE), maintains audit-ready files, tracks risks/issues, and supports customer reviews and data calls (DCMA/IGCEs).
  • Owns templates, clause libraries, and approval gates; provides clear status to leadership.
  • Other duties as required.

Minimum Qualifications
  • Must be eligible to obtain and maintain a U.S. Government-issued Secret clearance. An active, in-scope Secret clearance (Interim Secret acceptable) is preferred.
  • 7+ years of experience in contracts, subcontractors, and procurement in domestic (CONUS) and international (OCONUS) environments
  • 7+ years of management experience that includes contracts, program management, project budgets, staff and equipment resource allocation, technical and cost proposals
  • Expert knowledge of FAR, DFARS, and the application of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ)
  • Possesses detailed knowledge of source selection/evaluation process including cost and price analysis.

Desired Qualification
  • 30+ years of experience in contracts, subcontractors, and procurement in domestic (CONUS) and international (OCONUS) environments
  • 20+ years of management experience that includes contracts, program management, project budgets, staff and equipment resource allocation, technical and cost proposals
  • 3+ years experience managing FEDSIM Task Orders under a GSA BIC IDIQ (Alliant, OASIS, etc.) or for a large business

Education
  • High School Diploma
