The Business Analyst must be able to meet the key criteria below:

Location: Hybrid-Remote. Must be able to be onsite, as needed, for program execution in Suitland, MD. Once per week is the anticipated onsite requirement.

Years' Experience: 8+ years professional systems engineering or related experience

Education: Bachelor's Degree in IT related field required

Security Clearance: IBR is a federal contractor. Applicants must be able to obtain and maintain a Public Trust security clearance issued by the U.S. Census Bureau. This agency handles and adjudicates the security clearance process.

NOTE: United States Citizenship is required as part of the eligibility criteria to be able to obtain this type of security clearance.

Work Schedules: IBR promotes work-life balance by offering flexible scheduling options. Standard business hours are aligned to the Eastern Time Zone.

Position Overview

As a Business Analyst at IBR, you will play a key role in designing and implementing secure, next-generation solutions that support critical missions. As a member of the Census Bureau program, you will collaborate with technical leaders, business stakeholders, and a multi-disciplinary team to ensure solutions are scalable, secure and forward-thinking, while remaining aligned with organizational and program goals. This position offers the opportunity to contribute to technical strategy within a dynamic, mission-driven, and customer focused environment.

Responsibilities

  • Support requirements elicitation sessions with business and technical stakeholders.
  • Analyze business processes and operational workflows to identify system requirements.
  • Document functional (FRD), non-functional (NFR), interface, and business requirements (BRD).
  • Support the development of user stories, use cases, operational workflows, and acceptance criteria.
  • Assist with maintaining requirements traceability throughout the project lifecycle.
  • Document system interfaces, data exchanges, and integration requirements.
  • Support development of Interface Control Documents (ICDs), data mappings, and technical documentation.
  • Assist in developing engineering documentation including:
    • System Requirements
    • Functional Specifications
    • Interface Specifications
    • Process Flows
    • Data Flow Diagrams
    • Sequence Diagrams
  • Assist with system decomposition, workflow analysis, and solution documentation.
  • Perform impact analysis for proposed system changes and enhancements.
  • Collaborate with software developers, testers, cybersecurity, infrastructure, and business teams to clarify requirements.
  • Support system integration planning, testing, and defect resolution activities.
  • Participate in design reviews, technical working groups, and engineering discussions.
  • Support verification activities by ensuring requirements are complete, testable, and traceable.
  • Assist with project planning by identifying technical dependencies, assumptions, and risks.
  • Produce documentation supporting system implementation and operational readiness.

Qualifications

  • Ability to obtain and maintain a Public Trust Security Clearance.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical field.
  • 8+ years of experience supporting systems analysis, systems engineering, or requirements engineering activities.
  • Experience using Sparx Enterprise Architect or similar modeling tools preferred.
  • Experience using requirements management tools such as Jira, IBM DOORS, Jama, or similar tools preferred
  • Familiarity with Model-Based Systems Engineering (MBSE) concepts and SysML preferred.
  • Experience eliciting and documenting business (BRD) and system requirements.
  • Demonstrated experience applying systems engineering principles across the full system lifecycle, including concept development, requirements engineering, architecture, integration, verification, and transition to operations.
  • Experience creating functional specifications, interface documentation, and technical artifacts.
  • Experience documenting system interfaces and integration requirements.
  • Experience with cloud and/or on-premises enterprise systems.
  • Experience supporting software development lifecycle (SDLC) activities.
  • Experience with interface standards including REST APIs, SOAP, XML, JSON, messaging services, and batch integrations.
  • Experience working with cross-functional teams including developers, testers, infrastructure, cybersecurity, and business stakeholders.
  • Strong analytical, documentation, and communication skills.
  • Ability to manage multiple assignments with minimal supervision.

Salary Range: $100,000.00 - $126,000.00 USD annually.

This salary range represents the anticipated range for this position at the time of posting. Actual compensation may vary based on qualifications, experience, work location, internal equity, and business needs.
