JOB SUMMARY
The Program Analyst position will support Logistics, Employee Services, and Facility Maintenance functions throughout the section. We are seeking professionals from a variety of backgrounds and professional disciplines who are committed to supporting the Bureau's mission and ensuring safe, efficient, and reliable operations. These positions are located in Huntsville, Alabama, and offer the opportunity to contribute directly to critical support functions that keep FBI facilities and personnel operating at the highest standard possible.
PHYSICAL DEMANDS
The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
MAJOR DUTIES
GS-9
  • Performs a variety of program management work, which may include financial management (accounting, budget, and financial reporting) and/or travel training and communications (enhancing resources, supporting training/outreach and communications).
  • Reviews and accurately processes payment requests in a timely manner or serves as a point of contact for travel reviews, ensuring accuracy and policy compliance.
  • Conducts analysis to measure the effectiveness, efficiency, and productivity of program operations, such as travel programs and system, and training and communication workflows.
  • Applies reconciliation techniques toward budgets comprised of multiple funding appropriations and/or develops solutions to streamline processes.
  • Studies and analyzes data/feedback to provide recommendations to management officials regarding program operations, ensuring information systems are accurate and providing a clear framework for users.
  • Supports program logistics, which may include ensuring monies are utilized consistently with congressional intent or supporting training schedules, communications, and resource supports.

  • Presents alternatives, conclusions, and recommendations to management for the development and execution of proposed activities.
  • Conducts analytical studies related to program controls, productivity improvement, and workforce planning, including the evaluation of work methods, manpower utilization, and the distribution of functions.
  • Prepares and delivers briefings and presentations to management officials; composes analytical narratives, detailed statistical or descriptive reports, and concise graphs or charts.
  • Evaluates, researches, and prepares complete and concise responses to inquiries, reports, and other matters.

Specialized Experience (SE)
GS-9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-7 grade level.

  • Experience with a wide range of financial management theories and practices and/or administrative support systems (records, directives, forms, documentation) sufficient to develop and evaluate complex assignments.
  • Experience ensuring operational and administrative requirements are met while adhering to federal government rules and regulations.
  • Experience independently identifying and resolving complex issues, making recommendations to management, and advising on automation to improve program efficiency.
  • Experience extracting data from various reports, developing life cycle analyses of projects, and/or applying statistical logic necessary for budget formulation and requests.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

  • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
