Position

Director of Planning and Environmental – Ontario International Airport Authority (OIAA)

Overview

Lead the strategic planning, environmental compliance, and sustainability functions within the Capital Development Division, overseeing the Airport Capital Improvement Program (CIP), Airport Layout Plan (ALP), and the ONT BOLD (Building Our Legacy & Destiny) development initiatives.

Compensation

$135,000 – $195,000 annual salary (based on qualifications) plus a comprehensive benefits package including medical, dental, vision, 10% employer‑paid 401A via VOYA Financial and other company‑wide benefits.

Responsibilities
  • Direct, manage, and oversee all airport planning, development, environmental planning, environmental compliance, and sustainability programs.
  • Lead development and periodic updates of the Airport Capital Improvement Program (CIP), Airport Layout Plan (ALP), and other short‑ and long‑range planning documents.
  • Coordinate preparation of complex planning and environmental studies for airport properties and facilities.
  • Ensure planning analyses comply with FAA design standards, federal, state, and local regulations, and OIAA strategic priorities.
  • Evaluate proposed development projects for consistency with approved plans and aviation requirements.
  • Plan and prioritize capital projects, develop budgets, schedules, and coordinate stakeholder implementation.
  • Prepare and oversee federal, state, and local grant applications and implement FAA infrastructure grants.
  • Provide oversight of environmental permitting, mitigation monitoring, sustainability initiatives, and environmental compliance programs.
  • Represent OIAA on local, regional, and national planning and environmental organizations.
  • Lead, supervise, and evaluate department staff and external consultants.
  • Communicate planning and environmental objectives, goals, and progress to senior management and stakeholders.
Ideal Candidate Profile
  • Extensive leadership experience in airport planning and environmental programs at a commercial service airport.
  • In-depth knowledge of FAA regulations, Advisory Circulars, AIP requirements, and airport planning guidance.
  • Strong understanding of CEQA, NEPA, and environmental permitting processes.
  • Demonstrated success managing capital improvement programs and multidisciplinary teams.
  • Experience with federal, state, and local grant administration.
  • Excellent written, verbal, presentation, and negotiation skills.
  • Strong analytical, organizational, and decision‑making abilities.
  • Ability to communicate complex technical information to executive leadership and the public.

Minimum Qualifications
  • Bachelor’s degree in Airport Planning, Engineering, Architecture, Urban Planning, Environmental Science, or related field (Master’s preferred).
  • Eight (8) years of progressively responsible experience in aviation planning or related fields, including at least three (3) years in a lead or supervisory capacity.
  • Experience at a commercial airport and familiarity with board or elected‑official interactions preferred.
  • Proficiency in Microsoft Office and database programs.
  • Knowledge of CEQA and applicable environmental regulations preferred.
Licenses / Certification

Valid driver’s license equivalent to a California Class C. Acceptable driving record required at time of appointment and during employment.

Physical Demands

Primarily a sedentary role with occasional lifting of files up to 25 lbs over distances up to 20 feet, and occasional need to stand or bend. Reasonable accommodations available for qualified individuals with disabilities.
