Job Summary

The Chief, Project Management provides executive leadership for the planning, execution, and delivery of major capital projects and programs. This role oversees project management teams, capital planning, budgeting, scheduling, contract development, construction management, stakeholder coordination, and regulatory compliance while ensuring projects are completed within scope, budget, and schedule. The position also drives strategic initiatives, develops project management best practices, and leads staff development.

Duties and Responsibilities
  • Lead the Project Management team in delivering major capital projects.
  • Oversee project scope, budgets, schedules, and overall project performance.
  • Monitor project control systems and prepare executive project status reports.
  • Review and approve project budgets, scopes, schedules, and grant opportunities.
  • Coordinate contract development with procurement teams.
  • Review project delivery documents developed by consultants and internal teams.
  • Coordinate project activities with transportation operations and business units.
  • Oversee construction projects from contract award through project closeout.
  • Collaborate with government agencies, municipalities, utilities, and external stakeholders.
  • Direct planning, construction, rehabilitation, and capital improvement projects.
  • Develop and implement project management best practices and strategic initiatives.
  • Maintain and improve project management standards and procedures.
  • Lead staff recruitment, development, retention, and performance management.
  • Supervise senior project leadership personnel.
Requirements
  • Bachelor's degree in Engineering or a related field (or equivalent experience).
  • 10 years of progressively responsible engineering and project management experience.
  • Experience managing transportation, construction, or infrastructure projects.
  • Knowledge of engineering design, construction management, and contract administration.
  • Experience with project budgeting, scheduling, and project control systems.
  • Knowledge of Critical Path Method (CPM) scheduling.
  • Proficiency with Microsoft Project, Primavera P6, and Microsoft Office.
  • Strong leadership, communication, and organizational skills.
  • Professional Engineer (PE) License preferred.
  • Project Management Professional (PMP) certification preferred.
