Executive Consultant (Program Evaluation Lead, Surveillance Systems and Informatics)

Location: Nashville, TN 37243 (candidate must be a Tennessee resident or live in a surrounding area capable of commuting on a regular basis) Pay rate: $45 - $46.43/ hr Work schedule: Monday – Friday, 8:00 AM – 5:00 PM CST (7.5 hours/day, 37.5 hours/week; Assignment Dates: 10/01/2026 – 11/30/2027)

Overview The Program Evaluation Lead for Surveillance Systems and Informatics (SSI) is responsible for developing, implementing, and managing program evaluation and data collection strategies across SSI and CEDEP programs. This role drives quality improvement activities, manages data integrity, conducts quantitative/qualitative data analysis, and trains team members on evaluation metrics to foster a culture of continuous quality improvement within public health operations.

Job Specifications

  • Develop, manage, and implement evaluation strategies, tools, quality improvement plans, and data collection frameworks to track outcomes
  • Coordinate evaluation tool implementation, survey distribution, focus groups, stakeholder interviews, and data entry workflows
  • Perform monthly, quarterly, and annual data integrity checks, troubleshooting entry issues and ensuring compliance with established protocols
  • Analyze complex data sets, interpret findings, and produce periodic evaluation and performance reports for leadership
  • Integrate evaluation findings into active quality improvement plans and monitor implementation progress
  • Train and orient new program staff on evaluation processes, metrics, and best practices
  • Collaborate with internal program teams and external stakeholders (academic partners, regulatory entities) to advance quality improvement goals
  • Maintain database files, record systems, and data collection procedure manuals
  • Master's degree or equivalent experience in public health, community development, or a related field required
  • Minimum of 3 years of experience developing and implementing evaluation strategies (surveys, focus groups, stakeholder interviews) required
  • Minimum of 3 years of experience performing data analysis and building technical reports required
  • Strong proficiency in Microsoft Office and online data platforms required
  • Demonstrated ability to lead without formal authority and manage competing priorities under strict deadlines
