Job Summary


Archtop Fiber is seeking a highly organized, results-driven Senior Project Manager to lead a centralized project management and administration organization supporting the planning, construction, activation, and expansion of our fiber-to-the-home (FTTH) network. This role is responsible for providing executive-level visibility into network deployment performance while overseeing multiple cross-functional teams responsible for project delivery, permitting, procurement, logistics, and administrative support.


The successful candidate will establish and maintain the operational framework, reporting systems, and governance processes necessary to manage a fast-paced and rapidly growing fiber construction program. This position will serve as a key liaison between executive leadership, engineering, construction, finance, operations, municipal stakeholders, utilities, and external contractors.


The ideal candidate combines strong telecommunications project management experience with exceptional analytical, organizational, and leadership capabilities. Experience in FTTH network deployment is strongly preferred.


Job Responsibilities


Program and Project Management


  • Lead the company's centralized project management organization supporting multiple concurrent FTTH build programs.
  • Develop and maintain project governance, reporting standards, schedules, risk registers, and executive dashboards.
  • Coordinate internal stakeholders and external partners to ensure successful project delivery across multiple markets.
  • Track project milestones from engineering and permitting through construction, activation, and customer readiness.
  • Identify project risks, develop mitigation plans, and escalate issues appropriately.
  • Establish consistent project management methodologies, processes, and reporting across the organization.


Deployment Metrics and Performance Reporting


  • Develop and maintain comprehensive reporting on network deployment performance.
  • Track and report key FTTH deployment metrics, including homes passed (constructed passings), serviceable/lit passings, monthly and cumulative build rates, cost per passing, cost per mile, aerial and underground construction footage, fiber route mileage, make-ready progress, permit status and cycle times, contractor productivity metrics, capital budget performance, forecast versus actual performance, and market-level deployment schedules.
  • Produce regular executive reports, dashboards, and performance analyses to support strategic decision-making.
  • Ensure data accuracy and consistency across construction, engineering, finance, and operations systems.


Permitting and Municipal Relations


  • Oversee the permitting team responsible for utility, municipal, county, state, and agency approvals.
  • Track permit applications, approvals, revisions, and regulatory compliance requirements.
  • Coordinate with municipalities, utilities, transportation agencies, and other stakeholders to support project schedules.
  • Develop reporting and forecasting tools for permit cycle times and approval risks.
  • Identify opportunities to improve permitting processes and reduce deployment delays.


Procurement and Logistics


  • Lead procurement and logistics functions supporting network construction and deployment activities.
  • Coordinate material forecasting, purchasing, inventory management, and vendor performance.
  • Support contract administration and vendor onboarding activities.
  • Monitor supply chain risks and implement mitigation strategies.
  • Ensure materials are available to support construction schedules while optimizing inventory levels and capital utilization.


Team Leadership


  • Provide leadership, coaching, and professional development to multiple functional teams.
  • Build a culture focused on accountability, execution, continuous improvement, and customer service.
  • Establish performance objectives and key performance indicators (KPIs) for direct reports and departmental functions.
  • Support organizational growth by developing scalable processes and operational structures.


Strategic Planning


  • Support annual capital planning and deployment forecasting activities.
  • Collaborate with executive leadership to establish deployment targets, budgets, and strategic priorities.
  • Analyze operational data and recommend process improvements that enhance deployment efficiency and financial performance.
  • Participate in market expansion planning and deployment strategy development.


Job Requirements


Required


  • Bachelor's degree in Engineering, Construction Management, Business, Project Management, Telecommunications, or a related field.
  • 8+ years of project management, program management, construction management, or operations leadership experience.
  • 5+ years of people management experience leading multi-disciplinary teams.
  • Experience managing complex, multi-stakeholder infrastructure projects.
  • Strong understanding of project controls, scheduling, budgeting, reporting, and risk management.
  • Advanced proficiency with project management and reporting tools.
  • Exceptional analytical, organizational, communication, and leadership skills.


Preferred


  • Telecommunications industry experience.
  • FTTH, fiber optic, broadband, or outside plant deployment experience.
  • Experience managing utility and municipal permitting processes.
  • Experience supporting procurement, supply chain, or construction logistics operations.
  • Familiarity with GIS systems, network deployment platforms, and construction management software.
  • PMP certification or equivalent project management credentials.
