Main Purpose of Job

The main purpose of this position is to\r\nmanage the resources and activities of the Salisbury Animal Health Laboratory\r\nnecropsy area and provide pathology services (perform necropsies and interpret\r\ntest reports) for domestic animals, primarily livestock and poultry, in order\r\nto provide accurate and timely diagnostic services and guidance to farmers,\r\nprivate and public animal health professionals.\r\nThe Necropsy Director plays a key role in fulfilling the Department of\r\nAgriculture's mission to protect and foster the development of agriculture by\r\nidentifying diseases that could cause economic injury to the State's vital\r\nanimal industries or pose a threat to public health. The diagnoses provided by the Director are\r\ncritical to guiding field veterinarians, the State Veterinarian, and the\r\nSecretary of Agriculture in determining the appropriate course of action to\r\ntake with regards to quarantine restrictions and implementation of animal\r\ndisease emergency response plans. This\r\nposition also serves as the MDA Animal Health Laboratory liaison to the\r\nUniversity of Maryland Eastern Shore School of Veterinary Medicine (UMES). This position is considered an\r\nessential employee for continuity of operations purposes.\r\n

POSITION DUTIES

Necropsy\r\nDirector - Salisbury Animal Health Lab (SAHL)\r\nProvides\r\nanimal diagnostic services and guidance to the public, private veterinarians,\r\nstate and federal animal health officials, and the Secretary of Agriculture as\r\nappropriate based on findings. Collects history (signs, age, breed, size of\r\nherd, percentage of animals affected or dead, previous treatments, vaccinations);\r\nperforms gross necropsy on all species (postmortem exam); recordspathological\r\nlesions (abnormalities observed); selects and collects appropriate tissues for\r\ntesting; interprets results; reads (microscopic) slides. Consults with other\r\nMDA veterinary pathologists as necessary to confirm diagnosis. Prepares and\r\nprovides reports of diagnosis or health status of herd, orfindings\r\nto referring veterinarians, field personnel, submitters of animals or specimens\r\nto the laboratory, and/or other animal health officials as appropriate. Actively\r\ndirects and oversees professional and technical activities of the large animal\r\nnecropsy area by assigning cases to appropriate veterinary, scientific, or technical\r\nstaff, tracking progress of associated work, and review of reports before delivery\r\nto submitters or referring veterinarians. Directs and oversee administrative\r\nand clerical activities of the necropsy areas including but not limited to fee\r\ndetermination, budget requests, procurement, staff scheduling and attendance\r\nmonitoring personally and/or by delegation to Lab Scientist, Administrative\r\nSpecialist or Office Secretary.\r\nMDA/UMES\r\nVet School Liaison\r\nServes\r\nas the MDA AH Laboratory Liaison with the UMES School of Veterinary Medicine.Coordinates\r\nwith vet school administration and faculty. Assists in the development of\r\npathology curriculum and rotation. Serves as mentor for candidates for\r\nveterinary pathology board certification, junior veterinary pathologists,\r\nveterinary college externs, and pre-veterinary students.\r\nDiagnostic\r\nServices Program- Salisbury Animal Health Lab\r\nDetermines\r\nneeds for physical, technological, human and other resources to maintain or\r\nimprove accuracy, timeliness, affordability, and appropriate availability of\r\ndiagnostic services and makes corresponding requests and recommendations to\r\nmanagement.\r\nOther\r\nduties as assigned or required such as court appearances as expert witness, outreach\r\nactivities to animal related interest groups, consultation with peers in other MDA\r\nAnimal Health Laboratories. May also include performing job functions at other sites\r\nacross the state as needed and directed by the State Veterinarian.\r\n

MINIMUM QUALIFICATIONS

Education: A Doctor of Veterinary Medicine degree or a Veterinary Medical Doctor's\r\ndegree from a college or university accredited or recognized by the American\r\nVeterinary Medical Association or its equivalent.\r\nExperience: Four years of full-time postdoctoral experience in Veterinary Medicine,\r\nthree years must have been in a Veterinary diagnostic laboratory specialty area\r\nor equivalent.\r\nNotes:\r\n1. Candidates may substitute the possession\r\nof a Doctor of Philosophy degree or Doctor of Science degree in veterinary\r\npathology or microbiology or Board certification by the American College of\r\nVeterinary Pathologists or Veterinary Microbiologists for three years of the\r\nrequired specialized experience.\r\n2. Candidates may substitute board\r\ncertification in American Board of Veterinary Practitioners (Equine, Bovine,\r\nFood Animal, Dairy, Swine, Avian), American College of Internal Medicine (large\r\nanimal), American College of Veterinary Surgeons, and American College of\r\nPoultry Veterinarians for three years of the required specialized experience.\r\n3. Candidates may substitute the possession\r\nof a Master of Science degree in veterinary pathology,microbiology, or animal science, or a Master\r\nof Public Health for two years of the required specialized experience.\r\n4. Candidates may substitute the possession\r\nof a PhD in Public Health for three years of the required specialized\r\nexperience.\r\n5. Total allowable substitution under notes\r\n#1, 2, 3 and 4 are three years.\r\n6. Candidates may substitute U.S. Armed\r\nForces military service experience as a commissioned officer in veterinary\r\npreventive medicine classification or veterinary preventive medicine specialty\r\ncodes in the veterinary medical science field of work on a year-for-year basis\r\nfor the required education and experience.\r\n
