Zantech is looking for a talented Program Manager to contribute to the success of our upcoming Program Management and Cyber Support Services project for an Onsite role based out of Arlington, VA.
The Program Manager will play a crucial role in providing:
  • Program Management Support
  • Overall contract execution across all five task areas
  • Performance management, reporting, and strategic planning
  • Budget/PPBE support and resource management
  • Knowledge management and SharePoint administration
  • Executive Secretariat and continuous improvement support

The Program Manager serves as the primary interface with CISA's Joint Cyber Defense Collaborative (JCDC) and is responsible for the overall execution of a comprehensive cybersecurity collaboration support services contract. This role oversees the delivery of five core task areas ensuring contract performance meets all technical, administrative, and financial requirements while maintaining strong client relationships and delivering mission-critical cybersecurity collaboration capabilities.
Impact: Direct influence on JCDC's operational effectiveness and ability to execute its national cybersecurity mission.
Responsibilities include, but will not be limited to:
  • Develop and track key performance indicators (KPIs) aligned with JCDC's strategic goals
  • Compile and deliver weekly, monthly, quarterly, and annual reports outlining status of ongoing projects, potential risks, and proposed mitigations
  • Assist in development and maintenance of standard operating procedures, work instructions, policies, and documentation
  • Help streamline operational processes ensuring internal and external communications are managed smoothly and consistently
  • Prepare detailed meeting agendas, document action items, leverage task management system, and follow up on completion
  • Develop and maintain collaboration environments such as Microsoft SharePoint
  • Implement performance management tools and metrics to track progress of key JCDC initiatives
  • Support JCDC's participation in DHS/CISA Planning, Programming, Budgeting, and Execution (PPBE) process
  • Work with federal staff to unify recruitment, hiring, onboarding, training, and workforce development efforts
  • Assist in development and implementation of strategies for integrating liaisons from partner agencies
  • Help create and refine JCDC's goals and objectives based on authoritative internal and external requirements
  • Provide support to JCDC's Executive Secretariat, event coordination, and continuous improvement processes

Required Experience or Knowledge of the following technologies/functions:
  • Experience with federal budget processes and PPBE
  • Experience developing standard operating procedures, policies, and documentation
  • Experience with performance management and metrics tracking
  • Skills Required:
    • Understanding of JCDC mission, operations, and stakeholder ecosystem
    • Knowledge of federal cybersecurity policies and frameworks including National Cybersecurity Protection Act of 2014, Homeland Security Act of 2002, National Cybersecurity Strategy (March 2023), and DHS Management Directives 4300 series (SOW 1.4)
    • Proficiency with collaboration tools including Microsoft SharePoint (SOW Task 1)
    • Experience supporting cybersecurity operations and collaboration initiatives
    • Strong client relationship management and communication skills
    • Leadership and team management abilities
