Job description

Overview

Highlight is seeking a Project Manager to join our new team supporting a federal customer. This person will oversee an Agile development team within the Enterprise Program Management Office and be responsible for contract deliverables, stakeholder management, and the technology lifecycle. 


Responsibilities
  • Lead overall program management activities across scope, schedule, cost, risk, quality, and configuration management disciplines
  • Manage execution of all contract requirements and deliverables, including Project Management Plan (PMP), schedules, reports, and transition activities
  • Develop, maintain, and update the PMP, including all required subsidiary plans (scope, schedule, communications, cost, quality, configuration, and risk management)Oversee development and maintenance of project schedules, ensuring alignment with milestones, dependencies, and deliverables
  • Lead delivery of required reporting, including monthly progress reports, weekly status reports, dashboards, and executive briefings
  • Supervise and coordinate development and operations teams supporting HUB and FMS activities
  • Establish and implement governance policies, procedures, and operating frameworks for HUB program execution
  • Serve as Product Coordinator, managing stakeholder requirements, backlog prioritization, and coordination with development teams
  • Coordinate closely with program stakeholders to ensure alignment between HUB capabilities and portfolio management objectives
  • Oversee development, operation, and maintenance of the HUB application and associated systems
  • Support development of portfolio-level Integrated Master Schedule artifacts, dashboards, and performance reporting tools
  • Ensure compliance with federal program management standards, policies, and contract requirements
  • Lead stakeholder engagement, including coordination with government leadership and cross-functional teams
  • Support transition, onboarding, and closeout activities, including development of required plans and briefing materials
  • Drive continuous process improvement across program management, system operations, and reporting practices

Qualifications
  • Bachelor’s degree in Business Management, Computer Science, or a related field
  • PMP certification from the Project Management Institute (PMI)
  • Scrum Master certification
  • Scrum Product Owner certification with demonstrated application experience (minimum 4 years preferred)
  • 10+ years of program or project management experience
  • At least 5 years supporting an EPMO within a federal research or IT environment
  • Minimum of 5 years managing EPMO activities in a federal environment
  • Experience supporting the technology lifecycle of research or IT programs
  • Proven experience managing development and operations teams supporting enterprise applications
  • Strong knowledge of project management principles, methodologies, and best practices
  • Demonstrated experience managing scope, schedule, cost, risk, quality, and performance across complex programs
  • Experience coordinating with Agile development teams and supporting backlog prioritization
  • Proven ability to interpret policies and procedures and apply them to program execution
  • Strong leadership, communication, and problem-solving skills
  • Ability to manage competing priorities in a fast-paced, dynamic environment
