Job description

Savvee Inc. is seeking an EPMO Program Manager to support our federal client in a hybrid environment located in Washington, D.C. The ideal candidate will lead enterprise program management operations for a government IT and research portfolio, ensuring effective governance, execution, and oversight across programs, projects, and supporting functions. The candidate will be responsible for managing the overall EPMO structure, integrating portfolio-wide scheduling, financial, acquisition, and reporting activities, and ensuring alignment to agency strategic priorities. The position drives disciplined program execution, improves visibility across the portfolio, and ensures delivery of high-quality, compliant outcomes. ESSENTIAL FUNCTIONS โ€ข Leading execution of enterprise program management activities across scope, schedule, cost, risk, quality, and configuration management disciplines.
โ€ข Establishing, implementing, and overseeing EPMO governance frameworks, policies, and operating procedures to support program and portfolio oversight.
โ€ข Supervising EPMO staff and coordinating across functional teams to ensure timely delivery of all contractual deliverables and resolution of program issues.
โ€ข Directing development and maintenance of the Project Management Plan (PMP), Integrated Master Schedule (IMS), and supporting lifecycle management artifacts.
โ€ข Serving as Product Coordinator for program management tools and systems, including gathering stakeholder requirements, managing backlog prioritization, and supporting coordination across development and operations teams.
โ€ข Overseeing portfolio-wide scheduling and performance tracking through development of dashboards, reports, and analytic products to support leadership decision-making.
โ€ข Monitoring program performance across schedule, cost, risk, and outcomes, and providing recommendations for corrective actions and process improvements.
โ€ข Leading coordination with senior stakeholders, program managers, and cross-functional teams to ensure alignment of program execution with strategic objectives.
โ€ข Managing development of program-level deliverables including reports, roadmaps, charters, briefings, and executive updates.
โ€ข Overseeing financial and acquisition support activities, including procurement planning, funding analysis, and contract closeout coordination.
โ€ข Ensuring compliance with applicable federal acquisition, financial management, and IT governance requirements and standards.
โ€ข Serving as primary interface with government stakeholders and partner organizations, ensuring effective communication, reporting, and coordination.
โ€ข Driving continuous process improvement through development of standardized EPMO processes, tools, training, and best practices.
โ€ข Coordinating with system stakeholders to manage requirements, prioritize enhancements, and support portfolio data integration and reporting capabilities.
โ€ข Coordinating with cross-functional teams, including development teams, to support Agile execution, backlog prioritization, and delivery of system enhancements.
โ€ข Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
โ€ข Demonstrating a commitment to quality and customer support. REQUIRED EDUCATION AND TRAINING โ€ข Bachelorโ€™s degree in Business Management, Computer Science, or an equivalent field
โ€ข PMP certification from the Project Management Institute (PMI)
โ€ข Scrum Master certification
โ€ข Scrum Product Owner certification with four or more years of application MINIMUM EXPERIENCE AND SKILLS REQUIRED โ€ข Ten or more years of program or project management experience WITH
โ€ข Five or more years supporting an EPMO for a research organization within a federal environment โ€ข Five or more years managing EPMO in a federal environment and coordinating Dev Teams, with extensive experience with federal agency IT practices
โ€ข Must be able to demonstrate support for the technology lifecycle of transportation research projects
โ€ข A strong understanding of project management principles, methodologies, and best practices
โ€ข Proven ability to interpret policies and procedures to meet organizational goals
โ€ข Extensive knowledge and practical experience in Scrum Master methodologies, excellent leadership, team management, communication skills, and the ability to resolve complex project issues and deliverables are essential
โ€ข Must have the ability to obtain the clientโ€™s Public Trust clearance
โ€ข Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
โ€ข Excellent written and verbal communication skills
โ€ข A highly motivated self-starter
โ€ข Must be motivated and have excellent customer service skills DESIRED BUT NOT REQUIRED QUALIFICATIONS โ€ข Masterโ€™s degree in a related field
โ€ข Experience supporting federal research or technology portfolios
โ€ข Experience with integrated master scheduling tools and portfolio reporting dashboards
โ€ข Familiarity with federal acquisition processes and systems (e.g., PRISM or similar)
