Job Summary

The Air Permitting Coordinator position is responsible for obtaining, maintaining, and interpreting the air permits necessary to operate electric power plants. This person will assist with the evaluation of potential new projects to manage risk and optimize company performance. This position includes project management, communication to drive awareness of relevant requirements and standards, support of plant operations, closing gaps, and overseeing internal and external relationships key to environmental air permitting.

Job Description

Responsibilities

  • Assist in review and development of proposed projects related to construction, operation, repairs, and renovations to ensure compliance with federal, state, and local environmental regulations, including requirements to apply for and obtain timely preconstruction and operating permits.
  • Maintain existing preconstruction and operating air permits by tracking, renewing, and updating them as necessary.
  • Develop suitable air permitting strategies and support the revision and/or acquisition of air permits as needed.
  • Prepare, submit, and support the air permit applications, registrations, and notifications required for construction, modification, and permit revision, while ensuring that the issued permits provide maximum operational flexibility.
  • Coordinate, communicate, and oversee work performed by environmental team members or any outside consultants needed to support air permitting efforts.
  • Request, obtain, and appropriately oversee Purchase Orders (POs) as needed to assist the needs of the environmental team and company.
  • Track and evaluate environmental regulations related to air quality and permitting and participate in discussions of how regulation changes might affect Vistra facilities and operations.
  • Ensure that appropriate plant personnel are informed of all aspects of environmental obligations of permit requirements as it pertains to the site.
  • Review draft environmental notifications, records, and reports including those associated with Title V annual compliance certifications, annual emission reports, NSPS, TRI, GHG, CEMS, Allowance Reports, MATS reports, Deviation Reports, or other quarterly and annual reports pursuant to air permitting and air regulatory requirements.
  • Respond to company and regulatory agency questions and requests, including meetings, calls, potential or alleged non-compliance issues, and document requests.
  • Be knowledgeable of and able to assist with compliance obligations for all air permit requirements and rules that impact plants.
  • Participate and assist with plant Compliance Assistance Visits (CAVs) directives as necessary.
  • All other duties as assigned.

Requirements

  • Bachelor's degree in environmental science, environmental engineering, engineering, or related subject preferred
  • Minimum of 5 years of experience in a corporate, agency, or consulting environment performing air permitting work and/or providing oversight of environmental regulatory compliance programs
  • Experience with preparing, reviewing and managing applications, reports, and other deliverables
  • Experience with reporting to multiple levels of responsibility within an organization (e.g., contractors, field personnel, peers, senior management, clients, etc.)
  • Ability to read, comprehend and interpret complex environmental rules, regulations and permits
  • A positive, can-do attitude and ability to learn new roles and processes quickly
  • Strong critical, analytical, and logical skills
  • Self-motivated, organized, and able to perform well under pressure, prioritize tasks, and use resources productively to meet high-pressure deadlines on multiple projects.
