Job description

What You Will Do:
As a GIS Specialist, you will play an essential role within our Engineering department, reporting to the Southern Division Manager. Your responsibilities will include, but are not limited to:
  • Build, test, and deploy Web and mobile based GIS applications using out-of-the-box GIS tools
  • Support and maintain GIS SDE Databases.
  • Design, develop, test, and deploy complex GIS database models and templates.
  • Test GIS project application deliverables. Solicit feedback from stakeholders on project deliverables. Communicate stakeholder feedback on deliverables to the project team.
  • Design, develop, test, and deploy GIS ArcGIS Enterprise data services, custom geoprocessing models, and scripts.
  • Respond to difficult or complex database and map inquiries from end users, developers, and contractors.
  • Assist with preparation of the annual USDOT PHMSA reports and National Pipeline Mapping System submission. Participate in PHMSA audits as needed.
  • Create and maintain data and associated metadata as necessary for GIS maps and applications.
  • Develop editing, field GIS data collection, and geoprocessing procedures to aid drafting group, entry-level GIS staff, and editors in other departments
  • Administer GIS workstations and server enterprise GIS applications by installing, updating, and troubleshooting GIS software. Establish and maintain GIS application security.
  • Coordinate with ENSTAR IT Department and external contractor support on GIS server provisioning, maintenance, operating system updates, and security per ENSTAR IT best practices.
  • Develop documentation for GIS programs and applications.
  • Train end-users in GIS applications.
  • Participate in training as required

What You Will Bring:
  • Excellent written, oral, and listening skills.
  • Excellent analytical and organizational skills, with the ability to evaluate data, compile statistics and prepare maps, reports, graphs, tables and charts using GIS tools and other software.
  • Good working knowledge of various personal computer business software applications presently used by ENSTAR. Ability to learn new systems or software packages as necessary.
  • Experience with ESRI desktop mapping software.
  • Experience with map projections, coordinate systems, and coordinate system transformations.
  • Extensive experience in using sound cartographic principles to develop paper and electronic map products.
  • Knowledge of ArcGIS Enterprise (ArcGIS Server, Portal for ArcGIS, GIS Data Store, GeoEvent Server, relational databases, ArcGIS Field Maps, Survey 123).
  • Strong relational database skills.
  • Knowledge of the ESRI UPDM data model. Ability to design file-based and enterprise spatial databases to ENSTAR project specifications.
  • Knowledge of web application design.
  • Knowledge of high-accuracy GPS data collection practices.
  • Working knowledge of Python and Arcade. Ability to learn programming languages as required.
  • Ability to build SQL expressions and queries.
