This is a full time position, working from home.
The minimum and maximum annual salary that Elm & Oak Health believes in good faith to be accurate for this position at the time of this posting are $67,604 - 82,628. In addition to your salary, Elm & Oak offers a comprehensive benefits package (all benefits are subject to eligibility requirements) and non-monetary perks. POSITION SUMMARY

The Associate Business Analyst is an entry-level position supporting analytics, reporting, and application development activities across the organization. Working under the direction of senior analysts, developers, and department leadership, this role gathers and documents business requirements, validates reports and data, supports testing of new and modified systems, and helps translate operational needs into clear specifications the technical team can act on.

This position is structured as a development role. The Associate Business Analyst is expected to begin with well-defined assignments and close guidance, and to progressively build proficiency in data analysis, query writing, requirements documentation, and the healthcare programs the organization supports. Success in this role is measured by accuracy, thoroughness, responsiveness, and steady growth in independence. This position operates within a HIPAA-regulated environment and is accountable for handling member and client data appropriately.

Gather, Document, and Clarify Business Requirements

  • Meet with internal stakeholders and end users to collect and record business needs, current processes, and desired outcomes.
  • Draft requirements documents, user stories, acceptance criteria, and specifications for review by senior staff.
  • Ask clarifying questions to resolve gaps, ambiguities, and conflicting information before work is handed to developers or analysts.
  • Document data definitions, business rules, calculation logic, and report specifications.
  • Confirm completed work against documented requirements and communicate discrepancies.

Validate Reports, Data, and System Changes

  • Review reports, dashboards, and data extracts for accuracy, completeness, and reasonableness prior to release.
  • Compare output against source data and expected results and document any variances found.
  • Execute test plans and test cases for new and modified reports, applications, and data processes.
  • Coordinate and support user acceptance testing, including preparing test scenarios and collecting stakeholder feedback.
  • Log defects with clear reproduction steps and track them through resolution and retest.

Support Data Analysis and Routine Reporting

  • Fulfill ad hoc data and reporting requests under the direction of senior analysts.
  • Write and modify basic SQL queries to retrieve, summarize, and cross-check data.
  • Build and maintain recurring reports, trackers, and summary files in Excel and organizational reporting tools.
  • Assemble and format data for distribution to internal departments, program leadership, and external partners.
  • Identify data quality issues, anomalies, and trends observed during routine work and escalate them appropriately.

Produce and Maintain Documentation

  • Create and maintain process documentation, workflow diagrams, data dictionaries, and report inventories.
  • Write end-user instructions, job aids, and knowledge base articles for supported systems and reports.
  • Maintain version control and organization of departmental documentation and shared files.
  • Document meeting notes decisions, and follow-up items and distribute them to participants.
  • Keep documentation current as systems, reports, and business processes change.

Provide Project and Intake Coordination Support

  • Maintain accurate work item, request, and issue records in the team project tracking system.
  • Perform initial intake and triage of incoming report, data, and enhancement requests and route them for prioritization.
  • Track task status, deadlines, and outstanding dependencies and provide status updates to the team.
  • Schedule and prepare materials for project meetings, requirements sessions, and stakeholder reviews.
    • Follow up on open items to keep projects and requests moving toward completion.

Apply Data Privacy, Security, and Compliance Practices

  • Handle protected health information and member-related data in accordance with HIPAA and the Minimum Necessary standard.
  • Follow organizational policies for data access, storage, transmission, and disposal.
  • Avoid exposure of confidential data, credentials, and member identifiers in documentation, test files, screenshots, and email.
  • Report suspected data quality, privacy, or security concerns promptly to a supervisor.
  • Complete all required compliance, privacy, and security training.

MINIMUM REQUIREMENTS/LICENSES/CERTIFICATIONS
  • Bachelor's degree in Business Administration, Information Systems, Data Analytics, Health Information Management, Public Health, or related field; equivalent combination of education and experience may be considered.
  • 0-2 years of professional experience; internships, academic projects, or relevant coursework may substitute for professional experience.
  • Proficiency with Microsoft Excel, including sorting, filtering, pivot tables, and common formulas.
  • Foundational understanding of relational data concepts, with demonstrated willingness and ability to develop SQL query skills.
  • Strong written and verbal communication skills, including the ability to capture clear notes and produce organized, readable documentation.
  • Strong attention to detail and accuracy when reviewing data, reports, and test results.
  • Ability to organize and track multiple assignments and to ask clarifying questions when requirements are incomplete or unclear.
  • Ability to work collaboratively and to accept direction, coaching, and constructive feedback from senior team members.
  • Ability to handle confidential information and protected health information in accordance with HIPAA requirements.

Preferred Qualifications
  • Coursework, certificate, or intership experience in data analytics, business analysis, health informatics, or information systems.
  • Introductory experience writing SQL SELECT queries against a relational database.
  • Exposure to reporting or visualization tools such as SSRS, Power BI, or Tableau.
  • Familiarity with healthcare, managed care, Medicaid, or care management programs.
  • Experience with Jira, or exposure to comparable project tracking, ticketing, and work management tools.
  • Familiarity with process mapping or diagramming tools such as Visio or LucidChart.
  • Exposure to Agile or Scrum delivery practices.
