Position Summary

RISE Services is seeking a Talent & Program Specialist to support the organization’s hiring process, employee onboarding, training coordination, and program administration.

This entry-level position plays a key role in creating a positive applicant experience while ensuring hiring activities, employee records, training documentation, and program files are organized, accurate, and compliant with organizational, Medicaid, CARF, and other regulatory standards.

The ideal candidate enjoys working with people, communicates professionally, has exceptional organizational skills, and thrives in a fast-paced environment where priorities may change throughout the day. This position works closely with leadership to support talent acquisition, employee onboarding, staff development, and administrative operations that help our organization continue to grow.

Essential Responsibilities

Talent Acquisition Support

  • Review employment applications to determine whether applicants meet minimum qualifications and organizational hiring standards.
  • Conduct structured first-round interviews using established interview guides.
  • Schedule interviews and maintain communication with applicants throughout the hiring process.
  • Prepare interview evaluations and hiring recommendations for leadership.
  • Coordinate background checks, onboarding paperwork, and pre-employment documentation.
  • Maintain applicant records within the applicant tracking system.
  • Assist with employment offers and new hire scheduling.
  • Ensure applicants receive professional, timely communication throughout the hiring process.
  • Assist leadership with recruiting initiatives, hiring events, career fairs, and workforce development activities as needed.

Employee Onboarding & Training Support

  • Coordinate employee onboarding activities.
  • Facilitate portions of new hire orientation and onboarding as assigned.
  • Prepare onboarding materials, training packets, and orientation resources.
  • Track required training completion, competency assessments, certifications, and other compliance requirements.
  • Maintain employee training records and onboarding documentation.
  • Assist with updating presentations, quizzes, orientation materials, and training resources.
  • Support employee engagement and retention initiatives.

Program Administration & Compliance

  • Maintain organized employee, applicant, training, and program files.
  • Assist with client file organization, document management, and quality assurance activities.
  • Support compliance with organizational policies, Virginia Medicaid requirements, CARF standards, and other applicable regulations.
  • Assist leadership with audits, documentation requests, accreditation preparation, and quality improvement initiatives.
  • Prepare reports, spreadsheets, correspondence, and administrative documents.
  • Maintain confidentiality of applicant, employee, client, and organizational information.

Administrative & Operational Support

  • Coordinate calendars, meetings, interviews, onboarding activities, and training schedules.
  • Update Monday.com, applicant tracking systems, and other organizational databases.
  • Assist leadership with operational projects and administrative support.
  • Communicate professionally with applicants, employees, leadership, referral sources, and community partners.
  • Represent RISE Services at occasional job fairs, hiring events, career fairs, community outreach events, networking opportunities, and other workforce development activities.
  • Perform other duties as assigned to support organizational operations.

Minimum Qualifications

  • High school diploma or equivalent required.
  • Associate’s degree or Bachelor’s degree preferred.
  • One year of experience in administrative support, customer service, interviewing, office administration, human resources, human services, or a related field preferred.
  • Excellent verbal and written communication skills.
  • Strong organizational skills with exceptional attention to detail.
  • Ability to manage multiple priorities while meeting deadlines.
  • Professional demeanor with the ability to maintain confidentiality.
  • Proficient with Microsoft Office, Outlook, Microsoft Teams, and other computer software.
  • Ability to learn new software systems quickly.
  • Valid driver’s license and reliable transportation required.

Preferred Qualifications

  • Experience conducting interviews or participating in hiring processes.
  • Experience coordinating employee onboarding or administrative projects.
  • Experience working in healthcare, disability services, behavioral health, education, workforce development, or other human service settings.
  • Familiarity with Medicaid-funded services, CARF accreditation, or regulatory compliance is preferred but not required.
  • Experience using applicant tracking systems, HR software, Monday.com, or similar technology platforms is a plus.

Work Environment

This position is based primarily in our Fredericksburg, Virginia office with occasional travel to other RISE Services locations for interviews, onboarding, meetings, training, operational support, and organizational events.

Standard work hours are generally Monday through Friday; however, occasional evening and weekend hours may be required to support job fairs, hiring events, employee orientations, community outreach activities, training events, conferences, or other organizational needs.

The position requires prolonged periods of sitting, computer work, telephone communication, and occasional lifting of training materials weighing up to 25 pounds.
