Job description

Duties * You will be responsible for providing expert professional accounting services, financial analysis, and advisory support to the CIWT Comptroller. * This position is vital for ensuring fiscal integrity and compliance across the CIWT global domain. * You will provide authoritative financial analysis, system expertise, and operational accounting support to guide strategic command planning and decision-making. * You will Review, analyze, and evaluate NAVY BEV/DAR-Q report and various financial statements. * You will Compile centrally requested cost reports and variance analyses comparing actual results to budgets * You will Identify and resolves accounting anomalies, such as inadequate fund controls or inaccurate records. * You will manage and support critical month-end, quarter-end, and fiscal year-end close out activities. * You will assemble audit substantiation packages, ensuring that Key Supporting Documents (KSDs) are complete and readily accessible. * You will review and evaluate financial systems for effectiveness of internal controls and the integrity of financial information. * You will act as the primary command liaison with the Defense Finance and Accounting Service (DFAS) to resolve systematic payroll, vendor pay, and accounting system anomalies that have command-wide impact. * This role is essential for safeguarding funds and enabling mission readiness. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1 ) Applying professional accounting principles, theories, and practices to analyze and resolve complex financial transactions; 2) Managing, monitoring, or reconciling accounts within a large-scale integrated financial system (such as Navy ERP or equivalent enterprise systems); 3) Conducting comprehensive general ledger reconciliations and preparing complex financial reports; 4) Applying and interpreting federal financial policies (such as DoD, Treasury, and FIAR standards) to ensure audit readiness and internal controls; and 5) Performing detailed financial analysis and translating complex data into actionable advice or briefs for senior leadership. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."). or A combination of education and experience, with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. *Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. *Failure to provide all of the required information as stated in this vacancy announcement may result in an ineligible rating or may affect the overall rating.
