Job Description

We are seeking a Manager - Management Systems Development to lead engineering and operational delivery for enterprise applications that support infrastructure governance, application resiliency, and operational visibility across hybrid environments.

This role provides people leadership, technical direction, and full lifecycle accountability for in-house developed applications and automation platforms used broadly across the enterprise.

Key Responsibilities

Application Development & Delivery

  • Lead the design, development, testing, and implementation of enterprise applications and platform capabilities

  • Own delivery outcomes, ensuring solutions meet performance, scalability, reliability, and security standards

  • Translate business and technology requirements into actionable delivery plans and execution roadmaps

  • Partner with product, infrastructure, and application teams to deliver integrated, enterprise-aligned solutions

Production Support & Operational Management

  • Accountable for production stability, availability, and incident response for supported platforms

  • Ensure adherence to change management, release management, and production support processes

  • Drive continuous improvement in monitoring, alerting, and operational efficiency

  • Establish and track metrics focused on availability, performance, and risk reduction

Application & Platform Lifecycle Ownership

  • Provide end-to-end ownership of multiple applications across:

    • Engineering and development

    • Production operations and incident response

    • Ongoing modernization and technical currency

  • Drive adoption of automation, APIs, and self-service capabilities to improve scalability and reduce manual effort

  • Ensure platforms align to enterprise architecture standards and integration patterns

People Leadership & Talent Development

  • Lead and develop a team of software engineers and Agile resources (~8-10 team members)

  • Set clear expectations, drive accountability, and foster a high-performance culture

  • Provide coaching, performance management, and career development

  • Support succession planning and talent pipeline development

Risk, Controls & Compliance

  • Ensure applications meet enterprise risk, security, and regulatory requirements (SOC, SOC2, PCI)

  • Partner with risk, compliance, and audit teams to support reviews and maintain strong control environments

  • Maintain documentation, controls, and traceability required for audit readiness

Cross-Functional Partnership

  • Collaborate with application, infrastructure, platform, and security teams across the enterprise

  • Align delivery with enterprise architecture standards and shared platform strategies

  • Contribute to initiatives including cloud adoption, resiliency improvements, and automation enablement

Basic Qualifications

  • Bachelor's degree or equivalent work experience

  • At least 8 years experience with management approaches, tools, and techniques for gaining the cooperation and support of others.

  • At least 5 years experience with utilizing, configuring, and installing software for connecting distributed -software and services across heterogeneous platforms.

  • At least 10 years experience within a total Information Technology (IT) environment.

Preferred Skills/Experience

  • Experience supporting enterprise-scale, in-house developed applications and platforms

  • Knowledge of:

    • Hybrid cloud environments (Azure, AWS, on-prem)

    • API-driven architectures and integration patterns

    • Automation and self-service platform enablement

  • Experience in production operations, incident management, and continuous improvement practices

  • Familiarity with infrastructure or platform services supporting resiliency and high availability

  • Experience operating in SOC/SOC2/PCI regulated environments

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $133,365.00 - $156,900.00
