Schedule: Monday-Thursday: 8:00 AM-4:30 PM Friday: 8:00 AM-4:00 PM
Compensation: $23-$27.00/hour
Employment Type: Temporary Contract
Term: Approximately 6.5 months (Beginning August 3, 2026)
Overview
We are seeking a detail-oriented Specification Writer to support the Engineering Department by assisting with a backlog of technical specification work. This temporary assignment plays an important role in ensuring procurement specifications are accurate, current, and completed on schedule to support uninterrupted contracts for equipment, parts, materials, and services.
Working under the guidance of the Program Manager, the Specification Writer will collaborate with Engineering, Procurement, Bus Maintenance Support, Safety, and end-user departments to develop, update, and review technical specifications while supporting the procurement process from specification development through bid evaluation.
Key Responsibilities
Specification Development
  • Develop and revise technical specifications under the guidance of the Program Manager.
  • Review and update existing technical specifications for recurring procurement contracts involving parts, materials, equipment, and services.
  • Ensure specifications are completed and submitted on schedule to support continuity of supplier and service contracts.
  • Coordinate specification updates with user departments to verify technical requirements and accuracy.

Stakeholder Collaboration
  • Meet with end-user departments to identify product, equipment, and material requirements.
  • Assist in developing new technical specifications based on operational needs.
  • Collaborate with Engineering, Procurement, Safety, and Bus Maintenance Support throughout the specification development process.
  • Participate in weekly contract status meetings and provide updates on specification development and bid review activities.

Procurement Support
  • Attend pre-bid meetings to answer technical questions regarding specifications and solicitations.
  • Perform technical evaluations of vendor bids to ensure compliance with specification requirements.
  • Coordinate bid reviews with Safety and user departments.
  • Support Procurement by providing technical expertise during the solicitation and contract award process.

Requirements
Minimum Qualifications
  • Associate's degree or completion of two (2) years of college coursework. OR High School Diploma (or equivalent) with a minimum of two (2) years of related work experience.
  • Minimum of two (2) years of experience developing, reviewing, or updating technical specifications, engineering documentation, procurement documents, or similar technical documentation.
  • Proficiency in Microsoft Word, Microsoft Excel, and Microsoft Windows.
  • Strong written and verbal communication skills.
  • Must be able to reliably commute to Pittsburgh, PA.
  • Must be legally authorized to work in the United States without employer sponsorship.

Preferred Qualifications
  • Experience developing, reviewing, or updating technical specifications.
  • Experience working in an engineering, manufacturing, transportation, public works, or procurement environment.
  • Ability to interpret engineering documentation, equipment specifications, or technical requirements.
  • Experience supporting procurement, contract administration, or technical bid review processes.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Experience collaborating with cross-functional teams, including Engineering, Procurement, Operations, and Safety.
