CivilCorp, LLC (an ESP Company) is currently seeking a Municipal Engineering Project Manager to join our team in our Victoria, TX office.

CivilCorp is a professional service firm offering civil engineering and land surveying services throughout Texas. CivilCorp’s main office is in Victoria, TX, with additional offices in Houston, Fulshear, Corpus Christi, and Round Rock.

This is a great opportunity for a municipal/transportation professional to continue to grow their career with a dynamic firm supporting a variety of clients and projects throughout Texas.

Responsibilities:

  • Lead the planning, design, and delivery of municipal roadway, drainage, water, and wastewater projects for local and state governments, and commercial site development projects for private entities.
  • Perform, review, and approve engineering analyses and calculations from preliminary design through final plans.
  • Direct the development of construction plans, specifications, technical reports, and detailed cost estimates.
  • Collaborate with multidisciplinary teams to optimize resources, schedules, and quality across all project phases.
  • Develop and manage project scopes, budgets, fee proposals, and contract documents.
  • Oversee project execution, including schedules, client billing, and profitability, while ensuring adherence to quality standards.
  • Serve as a primary point of contact for clients, representing both the firm and clients at project meetings, open houses, and public hearings.
  • Support business development efforts through client engagement, project negotiations, and proposal development.
  • Mentor and guide engineering staff, fostering professional growth and supporting succession planning.
  • Build and maintain long-term relationships with existing and prospective clients to support repeat and new business.
  • Ensure compliance with applicable design standards, project specifications, safety requirements, and quality control procedures.
  • Participate in professional organizations and industry activities to promote professional development and firm visibility.
  • Assist with workforce planning, monthly invoicing, and final review of project deliverables, including reports and plan sets.

Qualifications:

  • 7+ years of progressive experience in municipal/state roadway, drainage, utility, and site development design, project leadership and team oversight.
  • Bachelor of Science Degree in Civil Engineering (BSCE) from an accredited program
  • Professional Engineering (PE) license in Texas, or ability to obtain within 6 months.
  • Comprehensive knowledge of municipal/roadway design principles, industry standards, regulatory requirements, and project delivery practices for new, rehabilitated, and reconstructed roads, storm drainage hydrologic and hydraulic sizing and system modeling including detention, water distribution, sanitary sewer collection systems, sanitary sewer pump stations and force main, traffic control, and erosion control plans.
  • Demonstrated ability to prepare and oversee the development of plans, specifications, and cost estimates.
  • Credible design experience with MicroStation, GeoPak (Road and Drainage), and OpenRoads Designer (ORD).
  • Experience providing construction-phase services, including design support, field coordination, and issue resolution.
  • Proven ability to manage and evaluate project progression related to scope, project budgets, quality control, client reporting, and subconsultant coordination.
  • Ability to collaborate with our marketing team to lead project pursuits, including the development of project proposals (written, presentations, interviews etc.).
  • Strong leadership, communication, and interpersonal skills with the ability to work effectively with project teams, clients, regulatory agencies, public officials, and the public.
  • Highly organized with strong planning skills and keen attention to detail.
  • Must be able to pass a drug screen, background check, and have a satisfactory driving record in accordance with the company’s driving (MVR) policy.

Preferred:

  • Experience with and knowledge of local and state standards, specifications, policies, and procedures.
  • Positive relationships with potential clients in Texas such as area cities, counties, TxDOT, transit agencies, and airports.
  • Experience with site development design for commercial, school, and industrial sites
  • Additional software skills, such as Civil3D or related disciplines
