Job Summary
The Global HR Systems Engagement Manager is responsible for defining and executing the governance, engagement, and delivery model for Oracle HCM and related HR technologies globally.
Working closely with both IT and HR leadership, this role translates business needs into scalable technology solutions, prioritizes investments, oversees enhancement governance, and ensures compliance with security, audit, and internal control requirements. The role develops team capabilities while promoting sustainable system design, operational excellence, and business value realization.
Responsibilities
Strategy & Business Partnership
  • Define and maintain the Oracle HCM evolution strategy and ensure alignment with HR and enterprise objectives, along with Oracle's product roadmap.
  • Partner with HR leaders to improve business processes, automation, self-service, and employee experience.
  • Evaluate Oracle releases and emerging technologies to maximize platform value and maximize ROI.
  • Serve as the primary advisor to HR leadership on HCM technology capabilities, priorities, and product evolution.
  • Lead governance forums that prioritize HCM enhancements, projects, and technology investments.

Governance, Compliance & Risk Management
  • Establish and manage HCM enhancement intake, assessment, prioritization, and approval processes.
  • Ensure solutions meet business, compliance, security, and operational requirements.
  • Participate in SOX, ITGC, IPE, security governance, audit readiness, and control activities.
  • When required, participate with Internal Audit, Compliance, Risk, and Security teams to mitigate technology and data risks.
  • Maintain monitoring and reporting processes that support ongoing compliance.

Team Leadership & Delivery Excellence
  • Lead and develop a team of HR Systems Engagement Leads through coaching, mentoring, and skill development.
  • Establish standards for requirements gathering, solution design, testing, stakeholder management, and delivery.
  • Drive continuous improvement, consistency, and quality across the Engagement Tower.
  • Foster a culture of accountability, collaboration, innovation, and customer-focused service.

Qualifications
Education:
  • Bachelor's degree in Information Systems, Business, Human Resources, or a related field, or equivalent experience.
  • Oracle HCM Cloud certification required.
  • HR and/or Project Management certifications are preferred.

Experience:
  • 5+ years leading Oracle HCM strategy, governance, platform management, or HR technology initiatives.
  • 3+ years of people leadership experience managing HR systems teams.
  • Experience partnering with senior HR leaders on transformation and process improvement efforts.
  • Hands-on Oracle HCM Cloud experience, including configuration, security, reporting, and integrations across multiple modules.
  • OCI experience including Success Navigator.
  • Experience leading system enhancements, releases, testing, and deployments.
  • Experience supporting audit, compliance, and internal control programs.

Knowledge, Skills & Abilities
  • Strong strategic leadership, stakeholder management, and business partnership skills.
  • Expertise in Oracle HCM Cloud configuration, security, reporting, integrations, and data management.
  • Strong understanding of global HR processes and how they are best approached across Oracle HCM Core HR, Talent, Compensation, Learn, Recruiting, FDI, security, and Reporting modules.
  • Experience translating business requirements into scalable, sustainable, efficient, and maintainable technology solutions that align with the platform's evolutionary roadmap.
  • Knowledge of SOX, ITGCs, security governance, audit readiness, and compliance requirements.
  • Strong analytical, problem-solving, communication, and presentation skills.
  • Ability to lead multiple priorities in a fast-paced, matrixed environment.
  • Proficiency with Microsoft Office and collaboration tools.

For U.S. locations that require disclosure of compensation, the starting base pay for this role is between $117,524.00 and $167,891.00per year and may include cost of living adjustments. The actual base pay includes many factors and is subject to change and modification in the future. This position may also be eligible for other types of compensation and benefits.
