Job description

JOB PURPOSE: The overarching goal of the County Fire & EMS Program is to enhance regional efficiency, collaboration, and promote opportunities for cost savings across all Fire and EMS departments in the County. The Program is designed to be largely guided by the needs of communities in the County. Cumberland County is dedicated to collaborating with local communities to foster a more resilient public safety network. This position is fulltime with a full benefits package. Pay for this position is a range of $31.08 to $38.23 per hour. This range reflects the County's good-faith estimate of pay for this position at the time of posting. Starting pay is determined based on qualifications, experience, and internal equity in alignment with the County's step-based compensation system. Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.
QUALIFICATIONS:
  • Associate or Bachelor's Degree in applicable field or equivalent combination of education and experience.
  • Fire Instructor I with II preferred, Pro Board or Maine EMS Instructor Coordinator
  • Strong preference for at least 10 years' experience in public safety/emergency response
  • At least 5 years of progressively responsible professional/administrative work experience related to the duties and responsibilities of this position.
  • Required ICS 100, 200 and 700 at hire; ability to complete ICS 300 and ICS 400 within one year of hire, if not already completed.
MAJOR RESPONSIBILITIES:
  1. Collaborate with the County Manager, Deputy Manager, and seven-member Regional Fire & EMS Advisory Committee to establish the goals of the Fire & EMS Program, and define the tasks and annual workplan for the position.
  2. Organize meetings of the Fire & EMS Advisory Committee and lead regional meetings to generate guidance, input, and buy-in from communities in the County on regional initiatives.
  3. Collect, organize, and analyze data from communities in the County regarding the nature and needs of fire and EMS service providers, and present regular reports to the County Commissioners, Advisory Committee, and community partners to help inform decision-making on regional goals and initiatives.
  4. Identify, establish and promote a unified county-wide data collection and management platform.
  5. Assist with planning, coordinating, overseeing, scheduling and presenting comprehensive firefighter training programs in the County that meet local, state, and federal standards.
  6. Continually evaluate effectiveness of training schedules and locations.
  7. Monitor performance of instructors to ensure course quality. Provide course instruction and support to internal and external courses when necessary. Develop, evaluate and revise training course material and curriculum. Prepare and complete reports and training records.
  8. Collect and analyze data related to current staffing and staffing needs of departments across the County, including the current training and certification levels of firefighters and EMTs.
  9. Assist Fire and EMS departments in Cumberland County with developing hazard plans related to manmade and natural disasters.
  10. Initiate and maintain a regional joint purchase program, such as by collecting annual equipment needs from departments and seeking quotes/bids and tracking regional purchases through an online portal.
  11. Identify and coordinate submission of applications for Federal/State Grants and other funding sources.
  12. Promote formalization and standardization of mutual aid agreements and practices across the County. Establish a unified county-wide mutual aid agreement.
  13. Establish and maintain an online portal of resources for fire and EMS service providers, including guidance documents, sample policies and forms, and SOGs and SOPs.
  14. Develop a training portal and/or calendar that is comprehensive, accessible, and promoted across the County.
  15. Establish and maintain communications, such as through a periodic newsletter, sharing information to regional partners, including chiefs, managers and elected officials.
  16. Monitor state-wide and regional programs in other jurisdictions to identify changing best practices, models, and opportunities for the County.
  17. Seek opportunities for voluntary regional collaboration in consultation with the Advisory Committee - examples may include, but are not limited to, testing/certifying equipment.
