\r\n\r\n\r\n\r\n\r\nABOUT THE ALAMEDA COUNTY OFFICE OF EMERGENCY SERVICES\r\nThe Alameda County Office of Emergency Services (OES) is located in the city of Dublin, serving a population of approximately 1.6 million residents across 14 incorporated cities, unincorporated areas, and multiple special districts within the 7th most populous county in California. The OES plays a critical role as the Regional Mutual Aid Coordinator for California's Region II, which includes 16 counties. This responsibility involves the coordination of intra- and inter-regional mutual aid during large-scale emergencies and disasters.\r\n\r\n\r\nThe Alameda County OES collaborates with the 14 cities-Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City-and numerous special districts to provide emergency management and disaster response services. These partnerships ensure cohesive planning, preparedness, and resource-sharing to address the diverse needs of the county's communities.\r\n\r\n\r\nThe OES operates out of a modern, state-of-the-art facility shared with other key county agencies, enabling seamless collaboration. The OES team is composed of highly trained professionals who specialize in emergency management, disaster response, and community preparedness. The office coordinates closely with federal, state, and local agencies, as well as special districts, to ensure a unified response to crises, offering a comprehensive range of resources and expertise, including access to regional and state-level assets.\r\n\r\n\r\nThe Alameda County OES is operational 24/7, managing emergency notifications, resource coordination, and incident support. While much of its planning and coordination work is conducted during standard business hours, the OES remains ready to respond to emergent situations at any time, providing critical leadership and support in moments of crisis.\r\n\r\n\r\n\r\n\r\nTHE POSITION\r\nThe Emergency Services Manager is a single-position classification reporting to the Captain of Specialized Services in the ACSO. The primary focus of responsibility is on the overall management and coordination of operations within OES and personnel to achieve defined fiscal and programmatic objectives. Under general supervision, the Emergency Services Manager performs management, administrative, and supervisory duties for the County's Office of Emergency Services (OES), under the administration of the Alameda County Sheriff's Office (ACSO). Responsibilities include overseeing the development, implementation, and exercise of County emergency plans, including the Emergency Operations Plan and its annexes. MINIMUM QUALIFICATIONS

\r\n\r\nEITHER I\r\n\r\nExperience:\r\n\r\n\r\nThe equivalent of three (3) years of full-time experience in the classification of Emergency Services Supervisor in the County of Alameda classified service.\t\t\t\t\t\t\r\n\r\n\r\nOR II\r\nEducation:\r\n\r\n\r\nPossession of a bachelor's degree from an accredited college or university in Emergency Management, Public Administration, Business Administration, Political Science, Communications, or a related field.\t\r\n\r\n\r\nAND\r\n\r\n\r\nExperience:\r\n\r\n\r\nThe equivalent of five (5) years of full-time increasingly responsible experience performing duties related to emergency management, disaster management, or emergency response within a public safety, military service, or government agency, two (2) years of which must have been in a supervisory capacity.\r\n\r\n\r\nSubstitution:\r\n\r\n\r\nPossession of a master's degree in emergency management may be substituted for one (1) year of the required experience in Pattern II above.\r\n\r\n\r\nLicense:\r\n\r\n\r\nAll candidates must possess a valid California Motor Vehicle Operator's license.\r\n\r\n\r\nSpecial Requirements:\r\n\r\n\r\n\r\n\r\n A thorough background investigation will be conducted of all prospective employees \tto ensure they are suitable for law enforcement-related work.\r\n Employees may be required to work evenings, nights, and rotating shifts, including weekends and holidays during emergency or disaster situations, and may be called upon with short notice.\r\n\r\nNOTE:\tThe Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.\r\n

KNOWLEDGE AND SKILLS

\r\nThe most suitably qualified candidates will possess the following competencies:\r\n\r\n\r\n\r\nKnowledge of:\r\n\r\n\r\n\r\n\r\n Emergency management administration, program development, and evaluation.\r\n Principles and practices of management necessary to plan, organize, direct, and evaluate the staff and functions of an emergency management organization.\r\n All aspects of emergency management administration including appropriate methods, procedures, and technical expertise.\r\n Communications systems and equipment, as well as procedures utilized in staffing and coordinating activities within an EOC.\r\n Development of exercises, drills, and effective training techniques related to disaster response activities.\r\n State and federal laws and ordinances related to local and regional disaster preparedness, response, and recovery.\r\n Technology, trends, and techniques in the areas of disaster and emergency and disaster management.\r\n Principles and practices of public administration, organization, budget, management analysis, personnel management, employee relations, current information systems applications, and organization development.\r\n The California Incident Command System (ICS), Standardized Emergency Management System (SEMS), and National Incident Management System (NIMS).\r\n Computer applications related to work.\r\n Methods of record keeping and standard report preparation, including basic statistical techniques.\r\n Standard office practices and procedures, including the use of standard office equipment.\r\n\r\n\r\nAbility to:\r\n\r\n\r\n\r\n\r\n Plan, organize, manage, and evaluate the staff and functions of an operational area emergency management organization.\r\n Direct and coordinate all levels of personnel and emergency management administration before, during, and after an emergency or disaster situation.\r\n Exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions.\r\n Determine program objectives and priorities as well as the strategy and approaches to achieve those objectives and priorities.\r\n Use sound, independent judgment within policy and procedural guidelines, including during emergency management situations.\r\n Analyze and evaluate statistical data and reports related to emergency management and prepare periodic reports required by county, State and Federal agencies.\r\n Coordinate claims for State and Federal disaster assistance reimbursement of funds.\r\n Interpret, apply, and explain County policies and State and Federal legislation related to emergency management.\r\n Effectively train, develop, and motivate staff.\r\n Keep informed of new technology, trends, and techniques in emergency management.\r\n Communicate effectively using a variety of methods to effectively negotiate with and influence decision-makers, operational area partners, and the public.\r\n\r\n\r\n

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:\r\n1) A review of applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.\r\n2) A review of supplemental questionnaires to select the best qualified applicants to continue in the process.\r\n3) An oral interview which will be weighted as 100% of the applicant's final examination score.
