General Description JOIN OUR TEAM AS AN EMERGENCY MANAGEMENT SUPERVISOR Highly responsible supervisory work requiring a high level of independent judgement in planning and operations, and in coordinating and promoting a countywide comprehensive Emergency Management program. Administers plans for emergency preparedness, response, prevention, mitigation, and recovery operations for all natural, technological, and man made hazards affecting the County. These include but are not limited to the County Comprehensive Emergency Management Plan (CEMP), Local Mitigation Strategy (LMS), Post Disaster Redevelopment Emergency Management Plan (PDRP) and others.
Ensures compliance with the State of Florida Scope of Work for State and Local Assistance (SLA) and emergency preparedness/management grants at the federal and state level and Federal mandates related to Homeland Security, Stafford Act (CFR44) and Federal Uniform Administrative Requirements (2CFR 200). Essential Job Functions Responsible for development, implementation and maintenance of a comprehensive County Warning and Notification capability to include the integration of crisis communications and public information concepts of operation. Participates in local, regional, and state warning and notification efforts.
Responsible for establishing and testing notification systems and for developing reviewing, and updating plans for the initiation, receipt and/or relay of warnings. Responsible for operational planning and the adoption of the incident command system for use in incident management, to include the facilitation of an incident management working group; integration of the ICS into operational plans, procedures and checklists; integration of incident management plans, procedures and checklists into the CEMP; and, identification and integration of incident management needs into the multi-year training and exercise plan/calendar. Ensures the development, maintenance, and improvement of resource management and logistics plans.
Ensures support to all key emergency operations facilities, to include shelters, the EOC, and public and private sector's operational facilities within Pasco County. Assists in the development of Air Operations plans and procedures. Supports director in the programmatic areas related to laws and authorities, to include the development and implementation of local code, ordinance, and policy and staying well-informed on local, state and federal legislative issues which have potential to impact local emergency operations.
Contributes to the development and redevelopment of the county's hazard vulnerability analysis through identification and monitoring of natural, human-caused, and technological hazards, calculations of occurrence intervals, and research and evaluation of the vulnerability of people, property, the environment, and government to those hazards. Supports training and exercise events. Acts as the primary EOC Coordinator during time of major disaster.
Serves as a duty officer and hazardous materials responder and team leader. Attends educational events and obtains certifications to meet departmental needs. Assists in the development of a comprehensive public education program.
Prepares and delivers public speaking engagements before official and civic groups on topics related to core areas of responsibility. Coordinates with local media for public awareness and emergency information. Provides support to coworkers in completing tasks and assignments as needed.
Makes periodic and special reports of activities and accomplishments. Ability to lift a minimum of up to 50 pounds and work in environmental extremes of heat and cold. Performs related work as required.
Knowledge, Skills and Abilities Knowledge of local, State, and Federal laws and regulations relative to organizing and maintaining recovery and preparedness program aspects of an Emergency Management Program. Knowledge of technical, tactical, and educational techniques involved in the development of an Emergency Management Program, including skills involving the detailed preparation of plans and operating procedures. Knowledge of organizational techniques.
Ability to establish and maintain effective working relationships with associates, officials, civic groups, and the general public. Ability to conduct effective public relations programs relating to the Office of Emergency Management. Must be proficient with Microsoft products.
Ability to operate, with training, various databases and other computer programs utilized by the Office of Emergency Management. Minimum Requirements PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written, and visual communication. Ability to lift a minimum of up to 50 pounds and work in environmental extremes of heat and cold.
Must be available and prepared to respond to any emergency/disaster or potential emergency seven days a week, 24 hours a day. EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Emergency Management, Business Administration, Public Administration, or a related field and five (5) years of responsible experience in an emergency management program for county government, large business, military organization, or other governmental agency concerned with the development, maintenance, or implementation of plans for emergency management functions during a natural or manmade disaster OR a Master's Degree and three (3) years of experience as stated above. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid Florida driver's license.
