Job description

Duties Description The New York State Education Department's (NYSED) Office of Information Reporting Services (IRS) is seeking candidates for a Data Analyst 4 position. This Office is responsible for New York State's education data collection, management, and reporting process, including implementing and monitoring the Department's data collection schedule and reporting calendar for federal and State reporting for P-12 and higher education data in New York State. Duties of this position include, but are not limited to, the following: Serve as the Assistant Data Director overseeing data collection, management, and reporting process that contribute to accountability and school improvement in Special Education and Federal Reporting.

Provide vision, leadership, and communication with respect to the development, implementation, expansion, and enhancement of the data collection and reporting in the areas mentioned above. Serve as primary liaison/data subject expert to the Office of Special Education and ACCES (OSEA) and other offices within the Department. Identify agency operational requirements and priorities to determine data analytic reporting needs.

Oversee data collection and quality assurance, implement and monitor the data collection schedule and reporting calendar for state and federal reporting; Evaluate internal data systems to ensure accuracy, identify issues and develop solutions for identified issues; Implement and monitor policies and procedures governing the collection of student and school district data and information; Document and maintain procedures on agency data analytic processes and activities; Manage a team of data analysts to support the integration of data collection and reporting into instruction and learning; Collaborate with technical support groups offered by Office of Special Education Program (OSEP), U.S. Department of Education; Oversee technical assistance and training; Lead technical infrastructure development and modernization projects; Collaborate with program offices on data gathering needs, provide updates to program offices leadership, and establish relationships; Provide direction and support to collaborative data policy and practice workgroups with regional and local school districts; Partner with IT for Special Education data system maintenance, redesign, and improved functionality. Minimum Qualifications MINIMUM QUALIFICATIONS: NON-COMPETITIVE MINIMUM QUALIFICATIONS: Non-competitive candidates must possess eleven years of experience in data visualization, and statistical models and data mining tools

Two years of the experience must have been at a managerial level. Substitution: An associate's degree may substitute for two years of specialized experience; a bachelor's degree may substitute for four years of specialized experience; a master's degree may substitute for five years of specialized experience; a J.D., may substitute for six years of specialized experience; a Ph.D. substitute for seven years of specialized experience

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration. PREFERRED QUALIFICATIONS: Qualifying experience is preferred when performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution.

Demonstrated experience in an education-related information technology program; demonstrated oversight of program operations while supervising a team of professional staff and, demonstrated strong analytical, organizational, reporting and communication abilities. Preference may be given to candidates who have: Excellent communication and writing skills. Proficiency in data analytics using various software / languages (e.g., SAS, SPSS, R, Python, SQL, PL/SQL)

Ability to understand, collect, and develop business requirements / use cases and translate them into technical specifications. Experience and demonstrated success in managing large-scale and complex data systems and data analytic team. Familiarity with laws and regulations governing data collections and reporting in Special Education.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, non-competitive appointment Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $160,911 based on annual performance advances.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
