Job description

Position Title: Director of Finance
Department: Fiscal
Reports To: Chief Financial Officer (CFO) or Board of Directors
FLSA Status: Exempt
Position Summary
The Director of Finance oversees the Dry Creek Rancheria Band of Pomo Indians' financial operations with specialized responsibility for managing federal, state, and other public grant funding. This role ensures strong fiscal stewardship, full regulatory compliance, accurate financial reporting, and effective grant budget management. The Director of Finance collaborates closely with tribal leadership and program teams to ensure grant funds are aligned with organizational goals and used effectively and compliantly.
Key Responsibilities
1. Financial Management & Leadership
• Oversee daily financial operations including accounting, payroll, AP/AR, general ledger, and cash flow management.
• Lead the preparation of monthly, quarterly, and annual financial statements and reports.
• Support the CFO/Board of Directors in long-range financial planning, forecasting, and budget development.
• Safeguards DCR assets and prepares operating and capital budgets for the Tribe and its business operations.
2. Grant Financial Oversight
• Manage all financial aspects of federal and state grants, including budgeting, compliance, reporting, and closeout.
• Develop and monitor grant budgets to ensure alignment with program objectives and funding requirements.
• Ensure all expenditures are allowable, allocable, and properly documented under OMB Uniform Guidance (2 CFR Part 200), federal agency requirements (BIA, HUD, IHS, DOJ, EPA, USDA, DOT), and State of California grant standards.
• Prepare and submit reimbursement requests, drawdowns, and required financial reports to grantor agencies.
• Track multi-year awards and revenue recognition for complex funding streams.
3. Compliance & Audit Readiness
• Maintain internal controls to ensure compliance with federal, state, and organizational fiscal policies.
• Coordinate Single Audit preparation, grant compliance audits, and agency monitoring visits.
• Implement corrective actions related to audit findings or compliance issues.
• Ensure accurate time & effort reporting, procurement compliance, and cost allocation as required by grant rules.
4. Budgeting & Financial Reporting
• Manage the annual budgeting process, integrating grant-funded program budgets with the overall organizational budget.
• Provide financial analysis, projections, and data-driven recommendations to support executive decision-making.
• Deliver timely reporting to departments to support grant management, spending reviews, and fiscal monitoring.
5. Grant Lifecycle Support
• Collaborate with program managers during grant proposal development to create accurate financial projections and narratives.
• Provide ongoing training and guidance to program staff on grant budgeting, financial procedures, and compliance requirements.
• Assist in developing indirect cost rates, cost allocation methodologies, and grant financial policies.
6. Systems & Process Improvement
• Oversee financial systems used for grant tracking, fund accounting, and reporting.
• Recommend and implement technology or process improvements that increase efficiency, accuracy, and transparency.
• Ensure financial policies and procedures are up to date and aligned with current federal and state standards.
Qualifications
Education & Experience
• Bachelor's degree in Accounting, Finance, Business Administration, or related field required; Master's degree preferred.
• Fund Accounting and/or Governmental Accounting experience required
• Minimum 5-7 years of professional financial experience, with at least 3 years managing federal or state grant funding.
• Solid knowledge of OMB Uniform Guidance, federal cost principles, and public-sector or nonprofit accounting.
• Knowledge of Tribal Council governance, Tribal resolutions, and Native American funding structures such as IHBG (HUD), ICWA, IHS, NAHASDA, ARPA, and BIA funding streams.
Skills & Competencies
• Strong understanding of grant regulations, compliance standards, and government reporting requirements.
• Demonstrated ability to manage complex budgets and multiple funding sources.
• Excellent analytical skills with the ability to interpret and present financial data clearly.
• Skilled in fund accounting systems and grant management tools (e.g., MIP/Abila, Sage Intacct, Oracle NetSuite).
• Strong communication, leadership, and collaboration abilities.
Preferred Experience
• CPA, CGFM, CMA, or equivalent credential highly desired.
• Experience working in government agencies, tribal governments, nonprofits, healthcare, education, or other grant-funded environments.
• Experience with Single Audits, state-level audits, and federal program monitoring.
• Familiarity with capital project funding, infrastructure grants, workforce development grants, or economic development programs.
