Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of ECI Data and Reports Analyst (Data Analyst III). ECI is driven by its mission to ensure that families with young children with developmental delays have the resources and support they need to reach their goals. This position makes a significant contribution to ECI's mission by analyzing data and creating reports to monitor and ensure compliance, guide program improvement, and facilitate data-driven decision-making.
Under the direction of the ECI Data Manager, the ECI Data and Reports Analyst is responsible for analyzing, interpreting, and managing data to support the ECI program. This role involves moderately complex (journey-level) data analysis, reporting, and collaboration with internal and external stakeholders to ensure compliance with state and federal regulations while improving outcomes for children and families. The ideal candidate will have expertise in data systems, attention to detail, and the ability to communicate complex findings effectively. This position also supports other ECI team members by providing technical expertise and relevant program data as needed in specified formats. This position works under general supervision, with limited latitude for the use of initiative and independent judgment.
A hybrid telework/in-office arrangement is currently available for this position, subject to agency and department policies.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and upholds the cultural values of courtesy, professionalism, and respect.
EJF 1 (40%). Conducts ad hoc, routine, and long-term data analyses using advanced analytical and data-conversion methods and reports results in an appropriate format, including performing quality assurance review and documenting processes for technical and non-technical users. These analyses will be planned and conducted under the supervision of the Data Manager, with latitude for the use of initiative and independent judgment.
EJF 2 (35%). Uses SAS, Excel, SQL, Tableau, and other software to prepare concise, comprehensive technical reports to present and interpret data for the ECI program. Utilizes data visualization tools such as Tableau to assist with decision-making and to provide recommendations for future modifications to programs. Analyzes the data and advises key personnel about data irregularities on an ad hoc basis. May perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation. Compiles, queries, loads, and analyzes data points using query languages such as SQL from a variety of source formats and collaborates with IT teams to maintain and enhance ECI data systems.
EJF 3 (15%). Collaborates with ECI Data Team members, program staff, and subject matter experts to provide technical expertise to aid in decision making and problem resolution. Work with program staff to identify data needs and develop solutions to support program objectives. Train staff on data entry, system use, and interpreting data reports.
EJF 4 (10%). Consults with internal and external customers and stakeholders to identify data needs. May present data findings to customers and stakeholders.]
Knowledge, Skills and Abilities (KSAs):
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings of data models, database design & development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting and distribution confidential data.
Knowledge of data visualization techniques, calculations, and interactive dashboards. Proficiency in data analysis tools such as Microsoft Excel, SQL, SAS, and/or Tableau.
Skill in performing queries, extracting, and joining data, and loading data using SQL and/or other query languages.
Skill in creating mockups, prototypes, and design documents.
Skill in critical thinking and problem solving.
Ability to translate complex ECI data into user-friendly information.
Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively; and to train others.
Ability to identify problems, evaluate alternatives, and implement effective solutions.
Ability to build, establish, and maintain effective working relationships and coalitions.

Initial Screening Criteria:
Two years of experience in acquisition, collection, management, analyses, and visualization of health and human services related data and/or large datasets. Graduation from an accredited four-year college or university with major coursework in business, public administration, computer science, statistical analysis, or a related field. Masters degree or other post-graduate education may substitute for experience on a year-for-year basis.
