Job description

Works collaboratively with the Division Director and other Early Childhood Manager to direct, manage and oversee the development and delivery of comprehensive programs, supports and services for children, youth and their families. Works in collaboration with stakeholders to conduct long and short-range planning. Ensure current services and supports meet the needs of children, youth and families served and that additional services/supports are developed or service linkages are made to meet the needs of future users of service.

Supports practices and programming that promotes positive Mental Health. Professionally represents WCBDD to other community organizations that serve children, including, but not limited to early childhood care and education providers, service coordinators, local school districts, contracted service organizations and other community organizations. Oversees the Service and Supports for Children Agency Committee to ensure interdivisional collaboration, needs assessment, and coordination of services.

Participates in or assigns staff to agency/ community committees and workgroups as relevant.
Develops, coordinates and supports staff professional development. Ensures coaching and mentoring for Early Childhood Staff and Contracted Staff. Supervises and evaluates assigned division personnel (e.g., schedules, assigns work, evaluates, interviews, disciplines, handles grievances, and recommends employment, etc.)

Plans and prepares an annual and ongoing schedule (s) for staff and programming. Oversee, the enrollment and assignment of individuals, assigns/oversees staff on projects and additionally developed services, works to expand services for families of children 3-6 years, assists service providers in the delivery of services; supervises the operations of assigned sites to ensure the health, safety, and well-being of children/families and staff. Develops procedures, maintains statistics, develops and/or oversees all documentation and service delivery for quality and ensures
coaching support is provided.

Monitors required licenses and certificates for division staff.
Oversees all programming and regulations for Early Intervention - Part C Services. Works cooperatively with Early Intervention Contract Agency, Central Coordination Contract Agency, Family and Children First Council, Local Education Agencies, Head Start/Early Head Start and other county and state agencies to ensure the eligibility/needs determination, rights and proper programming for all children birth to three, who are Part C eligible in Warren County; makes recommendations and implements approved plans for intake, referral, IFSP monitoring, scheduling, and transition activities; Ensures Early Intervention team meetings are coordinated to effectively assign referrals for evaluation/assessment, support teaming/ coaching and collaboration. Oversees/monitors Title XX documentation to ensure compliance with Title XX requirements for billing.
Assists with the Early Childhood and related services budgets and provides needed fiscal information on programs administered for children, prepares, implements, and monitors grants; complies with funding and governing agency's guidelines.
Promotes positive public relations through interagency participation, community public speaking, and oversight/attendance/participation in division/agency or community events for families of children

Provides applicable content for agency website, social media and email communications. Works collaboratively with Community Relations department
Performs other related duties as required or assigned.
