About the Position
The Subject Matter Expert (SME) supports the East Asian and Pacific (EAP) Monitoring, Evaluation, and Learning Services (MELS) contract by providing specialized technical expertise in monitoring, evaluation, learning, foreign assistance, and one or more technical sectors relevant to Department of State programming priorities. SMEs support assessments, evaluations, research, project design, strategy development, performance management, capacity building, and learning activities conducted under the contract.
This position is designed as a part-time consultancy and is contingent upon award.
Responsibilities
  • Provide specialized technical expertise for task orders, assessments, evaluations, research studies, and analytical products.
  • Contribute to the design and implementation of MEL methodologies, data collection tools, and analytical frameworks.
  • Advise on foreign assistance programming, performance measurement, indicators, learning agendas, and evidence generation.
  • Support development of technical reports, presentations, briefings, and recommendations for Department of State stakeholders.
  • Participate in data analysis, key informant interviews, workshops, learning events, and validation exercises as required.
  • Provide technical review and quality assurance of deliverables within their area of expertise.
Qualifications
  • Bachelor's degree in international development, public policy, economics, political science, social sciences, monitoring and evaluation, or a related field.
  • Minimum of 8 years of relevant professional experience in MEL, foreign assistance, international development, research, public policy, or a technical sector relevant to the assignment.
  • Demonstrated expertise in one or more technical areas described in the Statement of Work.
  • Experience supporting U.S. Government, Department of State, USAID, or other international development programs.
  • Strong analytical, research, writing, and communication skills.
  • Active Secret Clearance.
Preferred Qualifications
  • Advanced degree in a relevant discipline.
  • Prior experience supporting Department of State foreign assistance programs.
  • Experience conducting evaluations, assessments, performance monitoring, or learning activities in international settings.
  • Experience working in East Asia and the Pacific or other overseas environments.
