About the Position

The Operations Manager supports the East Asian and Pacific (EAP) Monitoring, Evaluation, and Learning Services (MELS) contract by overseeing operational planning, staffing coordination, logistics, procurement, travel, work planning, and day-to-day contract administration. The Operations Manager ensures efficient execution of contract activities and supports rapid response to multiple concurrent taskings. This position is anticipated to be filled on a part-time basis initially, with level of effort scalable to full-time as the volume of taskings, personnel oversight requirements, and overall scope of work under the contract expands. 

This position is contingent upon award. 

Responsibilities
  • Manage day-to-day operational activities associated with contract implementation. 
  • Coordinate staffing, onboarding, mobilization, travel, logistics, and procurement activities. 
  • Support work planning, scheduling, resource allocation, and task tracking. 
  • Maintain systems for tracking deliverables, personnel assignments, and operational milestones. 
  • Coordinate with subcontractors, consultants, and technical personnel to support contract execution. 
  • Identify operational risks and implement mitigation strategies to ensure continuity of operations. 
  • Support compliance with contract requirements, company policies, and Government procedures. 
  • Prepare operational reports, staffing updates, and management briefings as required. 

Qualifications 

  • Bachelor's degree in business administration, project management, international development, or a related field. 
  • Minimum of 7 years of experience supporting contract operations, project management, or program administration. 
  • Experience managing complex U.S. Government-funded projects or contracts. 
  • Experience coordinating personnel, logistics, travel, procurement, and operational reporting. 
  • Strong organizational and communication skills.
  • Active Secret Clearance.
