Cole Engineering Services (CESI), a By Light company, is recognized as a premier provider of modeling and simulation (M&S) training solutions to the Federal Government and industry. Since 2004, CESI has been at the forefront of developing, maintaining, and integrating simulation-based training, serious gaming, technical services, training and other support in live, virtual, constructive, and gaming (LVCG) domains.  CESI also designs, builds and runs infrastructure, platforms, applications and processes that enable cyber training for the integrated multi-domain force. Our vision is to become a worldwide full spectrum LVCG and cyber training/analysis developer, integrator and services provider.

Responsibilities

The Contractor shall manage technical activities required to schedule, design, develop, integrate, test, and field applications and cloud computing resources to meet the USCG TDL Owner's goals with CGOWL. These activities include:

  • Manage the CG-OWL Enterprise Architecture in conjunction with CG-671/FORCECOM and in accordance with the USCG EA instructions.
  • Update and maintain CG-OWL Department of Defense Architectural Framework (DoDAF) documentation.
  • Conduct analysis of needs and requirements for each product lifecycle phase, including needs of relevant stakeholders, the operational environment, and factors that reflect overall customer and end-user expectations and satisfaction, such as safety, security, and affordability.
  • Implement Agile development strategies and processes for CG-OWL sustainment and development to include creating Epics and Feature Backlogs. USCG will be active participants in Sprint Planning and Sprint Reviews for Stakeholder Reviews.
  • Review the DLSA Integration & Configuration Board (ICB) governance and processes and submit changes to support CG-OWL.
  • Operate within approved DLSA ICB processes to include submitting applicable change requests to the DLSA ICB within the required timelines, attending meetings, reporting results of all authorized service interruptions.
  • Create test process for the Contractor and USCG to ensure compliance and proper implementation of requirements.
  • Create operational readiness test cases to demonstrate the CG-OWL ability to meet operational requirements.
  • Conduct and submit results of User Acceptance and Operational Testing.
  • Conduct operational readiness tests and submit testing results to the USCG TDL Owner for Independent Verification and Validation (IVV).
  • Provide documentation artifacts, including change configuration tracking.
  • The Contractor shall work with relevant stakeholders to prioritize business requirements and other project dependencies.
Required Experience/Qualifications
  • Bachelor's degree
  • Possess IAT Level II certification
  • At least 10 years' revelant experience
Special Requirements/Security Clearance
  • Active Secret clearance
