Job description

Duties A GS-2005-7, SUPPLY TECHNICIAN: * Receipt and Accountability of federal property: Analyzes possible redistribution of equipment through transfer, loan or assignment. * Reviews and processes external as well as internal loans/leases that may impact readiness or mission requirements. * Processes and accounts for through agency coordination the in coming and outgoing federal property assignment.

* Processes and tracks equipment changes in Modified Table of Organization and Equipment (MTOE) or Table of Distribution and Allowance (TDA). * Process electronic requests for TDA and MTOE changes through NGB to DA to achieve the actual Letter of Authorization (LOA). * Reviews and requests LOA for Discretionary items, Commercial non-Standard items, Common Table of Allowance (CTA) items, and non-Property Book Unit Supply Enhanced (PBUSE) system.

* Monitors and maintains tracking and accountability of all Rapid Fielding Initiatives within the state or unit of assignment. * Reviews all commercial requests for property, Procurement Web (PR WEB), Delivery Orders for authorizations. * Performs extensive fact finding, investigating and recommends corrective action to resolve problems.

* Coordinates with Force Integration Readiness Officer and establishes a suspense file for equipment authorizations awaiting MTOE/TDA/CTA changes. * Manages receipt documents for the Total Package Fielding, Rapid Fielding Initiative and Special Procured federal property from any source. * Property Redistribution: Works with units assigned in dealing with distribution and redistribution of Equipment and Assets.

* Redistributes Equipment intra and inter state. * Using redistribution programs and standard logistics STAMIS programs and guidance from NGB, DA and LOGSA initiates actions for proper transfer and movement. * Property Asset Reporting: Performs Quarterly Equipment on hand analysis by unit identification code (UIC) to improve equipment accountability to ensure all UIC units are validated on.

* Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. * Coordinates all activities for Property Book officers when there is a UIC that is located in multiple states. * Reconciliations: Validates state asset visibility and accountability of federal assets using PBUSE.

* Initiates and recommends unit visits for performance of reconciliations. * Assists with and monitors posting as the result of unit reconciliations (Annual, change of PBO or change of Command). * Provides expertise, recommendations and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures.

* Resolves inventory problems and where items may be lost or damaged and is must be able to use judgment as applicable regulations may be ambiguous. * Mobilization and Support Responsibilities: Reviews, validates and establishes accountability for mobilizing units and organizations. * Performs inventories, site visits and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities.

* Customer Support: Processes PBUSE reject reports, performs S-Tops system administration, updates Standard Operating Procedures (SOP) internally and for UIC units, initiates Letters of Instruction to units and organizations, processes and manages Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS) transactions. * Process unit and activity requests for Department of Defense Activity Address Code (DODAAC). * Prepares state, NGB, DA and DOD directed reports that deal with property accountability and visibility.

* Performs a wide range of supply actions to accomplish required duties. Uses multiple supply systems and supply data files. * Other duties as assigned.

Requirements Conditions of employment MILITARY REQUIREMENTS : Military Grades: E1 through E5 Desired Military Assignments: 92A,92G,92Y,91B,42A,25 series - Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action. - May be required to successfully complete a trial period.

- Participation in direct deposit is mandatory. - All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license.

Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Army National Guard for continued employment.

- Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment.

You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. Qualifications GENERAL EXPERIENCE : Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered.

Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems. SPECIALIZED EXPERIENCE : Must have at least 12 months experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management.

Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support.

Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system.

Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. -OR- 1 year equivalent to at least next lower grade level ***Note: If you are a current or former Federal employee seeking consideration under this provision, you must provide two SF-50s showing that, based on their effective dates, you served at least 12 months in Occupational Series 2005 in the next lower grade. Education Education Requirements: High School Diploma or GED You must provide transcripts or other documentation to support your Educational claims.

To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
