We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goals.

Position Overview

The Project Manager (PM) provides full-time onsite project management support for the James A. Haley Veterans' Hospital EHRM Infrastructure Upgrades project in Tampa, Florida. The PM supports the COR/CO by managing professional and technical project support activities related to the VA design and construction delivery process, coordinating with VISN, medical center stakeholders, building occupants, architect-engineers, and construction contractors, monitoring schedule and budget information, facilitating project communication, documenting project meetings, managing project records, and providing recommendations that help the Government minimize delays, resolve issues, and maintain project progress.

The PM provides contractor support only and will not perform inherently governmental functions, act as the COR or CO, approve or reject work, authorize changes, direct construction means and methods, supervise Government personnel, or assume the contractual responsibilities of the architect-engineer or construction contractor.

Key Responsibilities

Project Management & Stakeholder Coordination

  • Coordinate professional and technical project support activities related to VA design and construction delivery
  • Work with VISN, Health Care System, building occupants, architect-engineers, construction contractors, VHA authority having jurisdiction, and compliance committees to support coordinated project execution
  • Represent the VA in a professional manner and provide sound project management advice to the COR/CO
  • Facilitate, manage, and document project meetings to keep stakeholders and integrated project team members informed
  • Manage project correspondence, construction administration documents, as-built records, and required project files in VA-required systems

Schedule, Budget & Risk Management

  • Continuously review project schedules and compare progress against the approved construction schedule
  • Identify schedule slippages, critical path concerns, and needed adjustments; recommend prioritization or acceleration of critical path items to the COR/CO
  • Monitor and review project financial data, budgetary cost accounting, obligations, payments, balances, planned expenditures, and cost projections
  • Assist with construction contract change order administration, including cost estimate support, cost proposal review, and change order package documentation for Government consideration
  • Maintain risk awareness, anticipate issues that could result in delays or claims, and keep the COR/CO advised of potential disputes or adverse project impacts

Issue Resolution, Quality & Construction Support

  • Assist the VA in conflict resolution by maintaining thorough records of project occurrences, contract matters, issues, recommendations, and supporting rationale
  • Review requests and recommendations for changes in A/E and construction contracts and provide analyses to the COR on scope, schedule, cost, and level-of-effort impacts
  • Track required tests and inspections and coordinate with independent testing agencies/laboratories to support project-specific quality control documentation and Government oversight
  • Support inspection coordination, documentation of nonconforming work, defect and omission tracking, relocation support, owner-furnished equipment coordination, O&M data review, closeout submittal review, and RFI support as required by the VA
  • Report deficiencies to the COR/CO and support corrective action tracking without directly directing the construction contractor

Project Controls, Reporting & Deliverables

  • Prepare and maintain the Project Management Plan, including communication, schedule management, quality assurance, and risk management components
  • Update Project Tracking Reports in the VHA Capital Assets database, including project comments, obligation costs, key dates, and contract information
  • Provide weekly summaries, meeting documentation, project schedule reviews, cost estimate review support, and issue documentation in accordance with COR direction
  • Maintain daily logs, marked-up plans, inspection records, schedule documentation, correspondence, and project data needed to support Government oversight

Required Deliverables

  • Project Management Plan, including scope/objectives, communication plan, schedule management plan, quality assurance plan, and risk management plan
  • Weekly summaries and meeting documentation, including agendas, minutes, action items, and follow-up on Government actions
  • Project Tracking Report updates in the VHA Capital Assets database, including current project comments, obligation cost updates, revised or actual dates, and base contract information
  • Schedule reviews identifying A/E or General Contractor activities, activity relationships, master schedule updates, changes from original sequencing, delays, missing activities, and illogical sequencing
  • Cost estimate review reports comparing project budgets with current obligations, disbursements, and cost projections
  • Daily logs, inspection coordination records, defect/omission tracking support, issue documentation, modification narratives, sketches, drawings, and related records as required
  • Construction administration documentation, correspondence, as-built support records, closeout support records, and project files submitted electronically per COR direction

Qualifications

  • Required Experience and Technical Competencies
  • Bachelor's degree in construction management, engineering, architecture, or related field from an accredited university; educational requirement may be substituted by fifteen (15) years of directly related experience
  • Minimum seven (7) years of experience managing facility construction projects, including supervision or coordination of engineering, design and construction activities, schedule control, cost management, program budgeting, and overall project management activities
  • Ability to manage professional and technical project support activities involving facility construction, schedule control, cost management, program budgeting, construction administration, and overall project management
  • Ability to read and interpret construction documents, communicate effectively with project construction team members, and coordinate with VA, A/E, contractor, and stakeholder representatives
  • Ability to support schedule reviews, financial tracking, change documentation, issue resolution, risk management, and project reporting
  • Ability to prepare project management documentation, meeting documentation, project tracking updates, inspection records, and other required deliverables
  • Ability to work with stakeholders, compliance committees, and authorities having jurisdiction to de-conflict standards and support consensus-based solutions
  • Standards, Credentials, and Training
  • Familiarity with OSHA safety requirements, VA safety practices, VA Technical Information Library standards, Joint Commission requirements, and healthcare coordination requirements
  • Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA training
  • Complete OSHA 30-hour safety training, VA Cyber Security Awareness, and VA Privacy Awareness training within required timeframes
  • S. Citizenship required; foreign nationals are prohibited from performing work under this contract
  • Preferred Qualifications

Work Conditions

  • Full-time onsite support at James A. Haley Veterans' Hospital, 13000 Bruce B. Downs Blvd., Tampa, FL 33612.
  • Estimated maximum 40 hours per week per person, with work anticipated during approximately 80% normal business hours and 20% off-business hours, including nights as required.
  • Task order includes a base year and two (2) option years, aligned with the stated period of performance.
  • The Government will provide a workstation and VA computer; PM personnel must obtain required VA construction management software access, PIV/visitor badge credentials, and required VA training.

PM duties will be performed in coordination with the COR/CO and in accordance with VA direction, applicable standards, and contract requirements.
